CLASS CONCEPT/FUNCTION

This is the managerial level class in the series which focuses on issues of environmental concern in such fields as air quality, noise abatement, energy protection, water quality, landscape architecture, or special environmental concerns. Positions in this class manage a major central office component of a statewide agency environmental quality and protection program. Positions at this level are responsible for planning, directing, and administering functions and supervising professional staff within a major operating section or environmental discipline. The class is distinguished from the Environmental Program Planner by its responsibility to direct multiple program areas and supervise staff responsible for these programs.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty managing staff in the planning, administering, and generating of policies, specifications, and standards relating to an environmental program area. Positions in this class plan, organize, administer, and monitor a specific environmental program on a statewide basis. This class manages daily operations, supervises staff, and formulates budget; monitors, reviews, interprets, and administers federal, state, and agency regulations and policies as they pertain to the specific program area; prepares impact statements; and prepares and recommends changes to laws. Provides for training of central office and field staff; lends technical expertise in a specific discipline to staff on agency-wide projects and/or programs. Serves on and presides over task forces and committees representing the agency. May manage the development, negotiation, and administration of environmental consultant contracts. Directs the projections of economic, aesthetic, social, and safety consequences of potential environmental impacts and programs for the enhancement of the environment.

Supervision Given: Positions in this class provide general direction to Environmental Program Planners, directions to Environmental Analysts and general supervision to professional, technical, and operational subordinates involved in environmental studies, preparation of environmental documents and permit applications, and compliance programs. Provides the highest level of technical advice and guidance in the area of expertise.

Supervision Received: Receives general direction from an agency administrator.

Scope: Positions in this class manage an environmental program in a specialized area or discipline on a statewide basis.

Impact of Actions: Decisions influence the ability of subordinates to effectively and efficiently perform their jobs. Errors may result in sanctions brought about by violations in laws. Violations of laws and other errors can result in harm to animal and plant life throughout the Commonwealth, and affect the safety of citizens.

Personal Contacts: Communicates frequently with individuals both inside and outside of the agency on issues, policies, and laws regarding the specific program area. Contacts include all levels of agency employees, plus local, state, and federal officials and citizens and are often of a complex and controversial nature

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of technical and scientific practices and procedures as they apply to the particular environmental discipline (air, noise, energy, water, etc.); agency programs, procedures, and policies related to environmental quality; applicable state and federal regulations; personnel management policies and procedures; and of project management methods and techniques.

Abilities: Demonstrated ability to apply technical and scientific management and planning principles and practices to a complex environmental program; to plan, schedule, and manage program area functions; to interpret and administer agency, state, and federal policies, rules, and regulations) to supervise staff; to develop budgets; and to communicate effectively both orally and in writing to both individuals and groups.

 

QUALIFICATIONS GUIDE*

Licenses or Certifications: None.

Education or Training: Graduation from an accredited college or university with major course work in environmental science, environmental law, wastewater treatment, land preservation, environmental planning, aquatic ecology, chemistry, biology, engineering, physics, landscape architecture, forestry, sociology, or a related environmental discipline. S

Level and Type of Experience: Progressively responsible supervisory and/or administrative experience in the application of advanced and complex technical and scientific environmental principles and practices as related to the assigned program area.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education an experience.

 

CLASS HISTORY

This class was revised in June 1988, as a result of the Classification Review/Specification Update Program. This class replaces the Water Resources Ecology Supervisor and Environmental Programs Supervisor classes.
