ENVIRONMENTAL INSPECTOR SUPERVISOR 83433 A

 

CLASS CONCEPT/FUNCTION

This is the third class in a series of classes for inspector with positions in an agency’s pollution control inspection program. Positions in this class perform supervisory level work within a specified geographic location in order to assure that all registered sources are in compliance with all applicable state and federal standards. This class is distinguished from the Environmental Inspector Senior by the responsibility for supervising other inspection staff, project management and program management.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring significant independent judgment by assuring the efficiency, effectiveness and timeliness of the agency’s inspection program. Duties typically include inspecting registered sources to assure compliance with regulatory requirements for emission control; identifying, evaluating and recommending resolutions to causes of non-compliance; issuing notices of violations;, preparing inspection reports; performing analysis of plans and specifications to assure operation within permit limits; supervising and training subordinate staff in all aspects of the inspection program; organizing and scheduling inspections; reviewing all completed reports for accuracy and timeliness; hiring, firing, evaluating and disciplining all subordinate staff; and monitoring and reporting on progress toward the operational plans.

Supervision Given: Positions in this class provide directions to Environmental Inspector Seniors and general supervision to Environmental Inspectors and/or technical or clerical staff to assure program continuity and to provide guidance and resolution to more complex assignments or problems.

Supervision Received: Position in this class receive general direction from an administrative manager.

Scope: Work performed affects the quality of the environment and the health of the citizens of the Commonwealth.

Impact of Actions: The impact of an error in judgment may result in costly corrective actions, deterioration of the environment, and danger to public health. Positive impacts include healthy environment and development of inspecters supervised.

Personal Contacts: Frequent verbal and written contacts with individuals from public and privately-owned facilities the purpose of inspections, initiating enforcement actions and providing technical assistance. Frequent internal and external contacts with state, local and federal officials, the general public and agency personnel to provide, obtain, and clarify information pertaining to pollution control.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of program and personnel management; scientific, technical and/or mechanical principles applicable to pollution control; knowledge related to applicable state and federal regulations.

Abilities: Demonstrated ability to communicate effectively both verbally and in writing; to supervise the work of others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None

Education or Training: Graduation from an accredited college or university with major studies in environmental sciences or a related field.

Level and Type of Experience: Progressively responsible experience in pollution control inspections an] related activities in the areas of enforcement and compliance. Experience in recruiting, selecting, disciplining and evaluating personnel.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
