CLASS CONCEPTIFUNCTION

This is a single class in an Environmental Technician Series performing journey level work which involves conducting tests and field investigations to obtain data for use by environmental, engineering and scientific personnel in determining sources and methods of controlling pollutants in the air and water. Positions in this class perform duties which include water and air sampling and monitoring, calibration and maintenance of scientific monitoring equipment, data collection, routine analysis and processing of permits. This class is distinguished from the Environmental Specialist/Field class by the responsibility for narrower and less complicated sampling, collection and analyses.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty using standard work procedures according to federal and state policies. May collect and analyze water and air samples using recorder strip charts, particulate air filters, toxicity tests, tissue sampling, sediment samples, and bioassays. Calibrates scientific monitoring equipment to assure accuracy of data sampling; installs and services gauges and other recording instruments; maintains physical stations where data is collected; inspects station records to ensure quality assurance and preventative maintenance procedures are conducted properly; collects and makes routine analyses of data using computer models according to standard procedures and practices. Duties of this class may also include writing required reports of results and recommended actions; conducting special studies, such as fin fish sampling, ground water quality testing, stream survey and measurement, toxic water monitoring, and biological monitoring; investigating air or water pollution complaints and/or fish kills and recommending corrective action. Records and maintains periodic data logs and information files; and schedules necessary inspections and maintenance on assigned vehicles and boats.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Receives general supervision from higher level technical or scientific staff.

Scope: Employees in this class are responsible for providing technical information which affects agency programs, the natural environment, and the general public.

Impact of Actions: Recommendations will influence the actions taken by the agency. Errors may have a negative effect on the agency, the environment, and public perception of the agency. Work is typically closely monitored by a supervisor, therefore major errors should not go undetected.

Personal Contacts: Frequent oral and written contact with other state and local agencies. Some contact with the general public regarding pollution complaints.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of sampling methods and procedures; of data collection and analysis methods according to accepted scientific principles; of applicable principles of biology, math, and/or chemistry. Working knowledge of instruments related to job duties; pollution investigation methods; and water safety. Working knowledge of calibration and maintenance of air and water equipment, as related to the duties of the class.

Skills: Working skill in the operation of lab, computer and field equipment.

Abilities: Demonstrated ability to analyze data and write technical reports; to perform independent field work; to read maps and data charts; to organize work procedures and equipment necessary to complete assignments; to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certifications: Valid Virginia Driver’s License.

Education or Training: Graduation from high school or equivalent. Some specialized or technical training in environmental sciences, chemistry, math, oceanography, ichthyology, hydrology, ecology, toxicology or a related field.

Level and Type of Experience: Some experience in sampling, data collection and analysis, pollution complaint investigations, instrument calibration, or experience in assessing environmental conditions as related to the work.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was revised in April 1988 as a result of the Classification and Review/Specification Update Program. This class replaces the Water Control Engineering Technician B and C, and Air Pollution Control Technician.
