Distinguishing Features of the Work

Serves either as Director of the agency’s Office of Policy Analysis or as Director of the agency’s Office of Support Services.

Supervises a staff of technical specialists and other support personnel. Reports to the Water Control Board Director of Administration.

Policy Analysis

Directs the Office of Policy Analysis which encompasses budget preparation, Board management, policy analysis, and legislative liaison.

Directs budget preparation and timetables. Reviews programmatic priorities for funding allocations. Ensures compliance with state directives and guides. Develops Board meeting priorities and agenda, and coordinates meeting arrangements.

Assists in the development of overall agency planning. Develops priorities and procedures for program and policy reviews. Performs and analyzes program audits, and makes recommendations for policy and procedures revision. Assist in clarifying and resolving organizational relationships and problems.

Provides legislative liaison with the General Assembly. Furnishes information, and analyzes impact of pending legislation on agency programs. Ensures that all public hearings meet statutory requirements.

Office Support Services

Directs the Office of Support Services which encompasses fiscal/accounting operations, data processing, purchases and supply, public information, and other miscellaneous support activities.

Directs agency accounting and budget tracking functions. Manages contracts and grants. Develops and maintains management information systems including expenditure and cost analysis, property and fixed asset management, and inventory control. Oversees agency payroll and petty cash functions. Prepares financial reports.

Ensures provision of adequate supplies and equipment, and maintenance of agency’s vehicle and boat fleets. Negotiates arrangements for office locations. Oversees management of word processing services. Ensures provision of a responsive public information program. Reviews and approves news releases. Reviews agency publications.

 

Qualification Guide

Knowledge of administrative management practices and procedures. Knowledge of budgetary/fiscal planning and management. Knowledge of accounting principles and practices as applicable to the position. Ability to formulate policies and procedures, and to analyze programmatic and fiscal performance. Ability to direct a diverse technical support staff. Ability to communicate effectively orally or in writing.

Graduation from a college or university preferably with major course work in business or public administration or in a related field, and experience, including management experience, related to the position’s duties; or an equivalent combination of training and experience.
