Distinguishing Features of the Work

Directs a variety of agency-level administrative services for the State Water Control Board.

Provides general direction to a staff of technical and other support personnel. Reports to the agency head.

The duties encompass providing administrative direction for the functions of policy development, fiscal and office services, data processing, publications, and legislative liaison. Oversees the review and analysis of policies pertaining to program goals and priorities. Is responsible for budget formulation and implementation, fiscal services and controls, and the administration of state and federal grants. Oversees general administrative services including purchasing, printing, contractual services, insurance, and library facilities.

Other duties include overall responsibility for the development and operation of agency data processing services, providing for a comprehensive public relations program, and providing liaison with the state legislature in matters relating to agency programs and compliance with state and federal statutes. Assists agency managers and other personnel in matters relating to administrative programs and procedures. Coordinates board meetings and public hearings, and ensures that statutory notification requirements are met.

 

Qualification Guide

Knowledge of financial and administrative practices and procedures. Knowledge of the utilization of data processing systems. Ability to establish priorities and controls, and to direct a diversified staff. Ability to communicate concepts and ideas orally and in writing.

Graduation from a college or university with a degree related to the position’s duties, and related administrative management experience; or an equivalent combination of training and experience.
