CLASS CONCEPT /FUNCTION

This single-position class manages all technical services and programs and research functions in water resources planning, engineering applications, water resources management, environmental research and standards, and regional office operations. The position is responsible for providing leadership in statewide, regional and national issues and concerns for water quality and quantity management. The position is distinguished from other division directors by its responsibility for overseeing all technical programs managed by the agency.

 

DISTINGUISHING FEATURES OF WORK

Complexity of Work: Performs work of unusual difficulty requiring the development and implementation of statewide water resource programs. This position is responsible for the issuance of various water control permits and certificates, formulation of policies and programs for division programs and services, and administration of construction grant awards to localities. This class develops integrated water resource management and planning programs to coordinate monitoring and engineering assistance provided by regional staff to local governments. Duties include implementing Board directives; establishing standards and procedures for measuring, protecting and maintaining water quality through research; and overseeing technical engineering applications for waste water treatment plants, pre-treatment, and evaluations.

Supervision Given: Supervises and provides administrative support to major office operations, including regional offices and outpost stations managed by Water Control Assistant Directors of Operations, a Water Control Management Bureau Assistant Director, and Water Regional Office Directors.

Supervision Received: Receives administrative direction from the Executive Director.

Scope: Makes management decisions on technical programs that affect state and local issues and concerns relative to water quality and quantity.

Impact of Actions: Recommendations on programs and the application of services have serious affects on the condition of water resources, environmental protection, and water quality.

Personal Contacts: Frequent contacts with state and federal officials, industrial and public officials and interest groups, and counterparts in other states to discuss issues and concerns regarding water quality and quantity.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of environmental engineering practices and prim solving; considerable knowledge of federal and state regulations pertaining to water resource planning and management, budgeting, organizational management, strategic planning and policy analysis.

Skills: None identified for this class.

Abilities: Demonstrated ability to apply environmental principles; analyze and solve problems; organize; and evaluate multiple programs and manage a large, geographically dispersed staff.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with major course work in the natural or physical sciences or related field.

Level and Type of Experience: Supervisory and program management experience in water resource planning, evaluation, waste water treatment and pre-treatment, or planning and management activities related to environmental resources .

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
