Distinguishing Features of the Work

Serves as the principal agency manager for programs pertaining to the administration of State and Federal grants to municipalities for construction of sewerage systems.

Develops a priority system for the award of waste treatment facilities grants and for the preparation of an annual priority list of projects to receive construction grants based upon data supplied by other agency bureaus. Reviews grant applications for consistency, accuracy and completeness in keeping with policies of the Environmental Protection Agency. Assures the orderly and timely flow of applications through clearance channels. Advises municipalities on the availability of State and Federal waste treatment facilities construction grant funds. Assists the municipalities in developing acceptable accounting systems for grants and advises on user charges for all classes of users which will result in equitable charges. Prepares and processes grant awards and requests for initial and final payment. Advises, assists and guides the Regional Directors and counterpart staff in the agency’s central office pertaining to the construction grants program.

Supervision is received from the Assistant Executive Director with wide latitude for exercising independent decisions and actions in the development of assignments.

 

Qualification Guide

Graduation from an accredited college or university with emphasis in geology, biology or engineering and/or the ability to demonstrate, as appropriate for the position, any combination of training or experience in the following knowledge, skills and abilities; thorough knowledge of engineering, biological or geological principles and practices as applied to water quality and water pollution control; thorough knowledge of the principles and practices of grant assisted construction program administration; ability to plan, supervise and manage the work of others; ability to meet the public and effectively speak before lay and professional groups; ability to express technical concepts clearly and concisely both orally and in writing; ability to negotiate solutions to problems.
