CLASS CONCEPT/FUNCTION

 

This is the first class in the Environmental Enforcement Compliance Specialist Series. Positions in this class perform journey level work for an environmental program and are responsible for investigation and inspection of allegations of violations of environmental laws. This class is distinguished from the Environmental Enforcement/Compliance Specialist Senior by the latter's responsibility for reviewing the work of Specialists or for agency-wide responsibility for the management of all cases ...............

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty which requires planning and coordinating ....... enforcement activities. Positions in this class receive environmental complaints and assess, refer or initiate actions to address violations and violators of environmental protection laws; analyze records and data to identify and document alleged violations; evaluate proposed solutions; conduct on-site inspections to discuss violations with business officials and assist them in complying with permit requirements; and assist in preparing correspondence to establishments addressing violations. May assist in setting new permit limits or initiate changes in standards; track compliance status of permit holders; conduct reviews of permit applications to determine permit limits, operating procedures and compliance requirements. May prepare case documents for litigation by the Attorney General or Commonwealth's Attorneys for the prosecution of civil and/or criminal charges against violations of environmental laws, including documenting facts, effects, and testimony regarding environmental violations. May negotiate and prepare compliance agreements. May schedule public hearings and handle evidence introduced during hearings.

Supervision Given: Supervision is typically not a factor.

Supervision Received: General direction is received from an Environmental Enforcement/Compliance Specialist Senior or Enforcement/Compliance Manager.

Scope: Conducts investigations and compliance audits in a region that determine which establishments are in violation of State environmental laws and provides assistance to establishments in the abatement of environmental pollutants.

Impact of Actions: Successful job performance ensures environmental protection by monitoring compliance with environmental laws and requiring the application of policies that may lead to penalties if regulated establishments are not in compliance with applicable laws and regulations.

Personal Contacts: Frequent internal and external contact with the general public and regulated industries to respond to questions and concerns; with state environmental program specialists to collect and exchange information; and with the Attorney General's Office or outside attorneys to track judicial actions; frequent external contact with corporate and governmental agencies concerning violations and compliance issues.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of investigative principles and practices; federal and Virginia environmental statutes, regulations and standards; and the principles of science as they relate to pollution of the environment.

Skills: None identified for this class.

Abilities: Demonstrated ability to research documents for pertinent data; analyze and evaluate data and draw conclusions; communicate orally and in writing; and work with the public and local and industrial officials.

QUALIFICATIONS GUIDE*

License or Certification: None

Education or Training: Graduation from an accredited college or university with course work in the natural or biological sciences or a related field.

Level and Type of Experience: Experience in environmental investigative and/or compliance auditing work, use of scientific instrumentation and field sampling experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
