CLASS CONCEPT/FUNCTION

This agency unique class in the Department of Conservation and Recreation is the Director for the Division of Planning and Recreation Resources. It is responsible for directing statewide programs related to planning and recreation resource functions designed to meet the recreational needs and services of the citizens of the Commonwealth.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable complexity and difficulty. Directs a staff of professional environmental program planners and support personnel engaged in the development, establishment, implementation, and evaluation of the Commonwealth's Recreation Plan. Determines, formulates and implements program administration and policies within the division. Directs the planning and program services for scenic rivers, trails and byways. Administers federal and State grants and loans available to localities to assist them in meeting their local recreational needs. Directs the provision of technical and consultative services to localities. Directs training programs to localities in recreation service delivery, client relations, recreation program management, and therapeutic recreation programs for the handicapped and disabled. Responsible for developing, for the Department Director's approval, plans and positions on issues which affect multiple programs within the Department. Examples of departmental planning and position development include the Department's environmental impact process; plans for scenic rivers which might include recreational and historic resources, as well as rare species of plants or animals; master site plans for real property holdings; and position development for single issues which involve more than one of the Department's programs. Recommends executive and legislative policies to the Department Director regarding recreational services and programs for consideration by the Governor and General Assembly. Serves on the Department's Strategic Planning Team. Represents the Department on committees and task forces as assigned.

Supervision Given: Directs a staff of professional recreation resources and planning managers, environmental program planners, and other support personnel in program services and delivery.

Supervision Received: Receives general administrative direction an guidance from the Department Deputy Director and the Department Director on program administration and in matters involving agency-wide policy or where cabinet level interest exists or is anticipated.

Scope: Program delivery affects the quantity and professional quality of recreational facilities and services provided for public usee and enjoyment on a local, regional and statewide basis.

Impact of Actions: Activities have a direct impact on the development of goals, objectives, and strategies for short- and long-range planning and provision for recreation programs and activities at the local, regional and State levels.

Personal Contacts: Frequent contact with other State, federal and local agencies and governing bodies, local and State elected officials, Governor's office staff, legislators, and Secretary of Natural Resources and staff.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of planning and recreation management. Considerable working knowledge of State and local government organizations.

Abilities: Demonstrated ability to analyze and formulate effective recreational program policies and direct a staff in implementing those policies; ability to manage employees effectively; administer a budget within allocated resources; deal effectively with elected/appointed officials and the public; and communicate effectively orally and in writing.

QUALIFICATIONS GUIDE*

Licenses or Certification: Possession of a valid Virginia driver's license.

Education or Training: Graduation from an accredited college or university with major emphasis on recreation, recreation management or planning, public administration, or a related field.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
