CLASS CONCEPT/FUNCTION

This class manages a bureau of the Division of Planning and Recreation Resources in the Department of Conservation and Recreation. The class focuses on the management of programs in comprehensive recreation resource planning, environmental resource studies, grants administration and/or technical assistance. Positions in this class are located in the central office of a statewide recreation planning program serving counties, municipalities, park authorities, environment oriented state and federal agencies, and the private sector. They are responsible for planning, directing, and managing recreational resource programs, developing policy recommendations and ensuring compliance with state and federal laws, overseeing several grant programs and technical assistance programs, budget management, and supervision of financial activities for the bureau. This class is distinguished from the Recreation Resources and Planning Director by the latter’s overall responsibility for division programs, budget, and staff resources.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring independent judgment to plan, implement and evaluate programs varying from research, development, protection, and management of state recreational, natural and open space resources to local financial and technical assistance. Incumbents oversee program applications among local, state and federal governments; manage and schedule division operating plans; and supervise programs, funds and staff.

Supervision Given: Supervises Environmental Program Planner, Environmental Program Managers and office services positions.

Supervision Received: Receives administrative direction from the Division Director who approves work programs and who is consulted on questions of policy, work program changes and other actions which are unprecedented or may have significant consequences in or outside the division.

Scope: Makes decisions on bureau areas of responsibility. Prepares operating plans for the bureau annually setting goals, objectives and strategies.

Impact of Actions: Decisions made by bureau managers determine whether the division meets its annual objectives, whether the quality of achievements meet professional standards and whether state goals are achieved for protection, conservation and enhancement of the Commonwealth’s natural and recreational resources.

Personal Contacts: Contacts with the public include explanations of division programs to clients, negotiations on grants or loans, coordination with local agencies, federal agencies, other state agencies, and professional organizations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Knowledge of planning and recreation/natural resource programs including technical, legal, governmental and administrative areas.

Skills: None identified for this class.

Abilities: Working knowledge of supervising professional staff and to plan, implement and evaluate programs or projects.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver’s license. Professional registration or certification is desirable but not required.

Education or Training: Degree in natural resource planning and/or management, recreation administration, public administration, or a related field.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
