CLASS CONCEPT/FUNCTION

This is the first level Division Director in the Mines, Minerals and Energy Director series. Positions in this class direct programs, activities and operations of a regulatory division in the Department of Mines, Minerals and Energy (DMME) which regulates safe and environmentally sound mineral resources extraction and promotes the economic development of Virginia's non-coal minerals. This class is distinguished from the Mines, Minerals and Energy Deputy Director for Mining by the latter's responsibility for directing all DMME mining and extraction operations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty directing a division which regulates extraction of non-coal minerals or gas and oil on a statewide basis. Plans, monitors and evaluates division programs which include permit review and issuance, enforcement, client assistance, technical training, and complaint investigation. Positions in this class ensure compliance with federal and state laws, rules and regulations, and policies and procedures governing regulatory programs; and provide overall direction for all division operational and administrative activities in accordance with the agency's strategic plan. This class manages personnel, directs the development and operations of the division's budget, grant, revenue and staffing requirements to meet the division's strategies, participates in formulation of mining laws and regulations and policies and procedures, and manages the division in all other administrative areas such as strategic and operational planning, procurement, contracting, assets, space utilization, data processing, information services, and program evaluations. May represent the agency with concerned citizen groups and on boards and committees in an advisory capacity, conduct informal hearings and appeals, represent the Mines, Minerals and Energy Deputy Director for Mining in court proceedings and follow up on legal requirements, and confer with local, state and federal representatives in cooperative matters related to mining and gas and oil extraction.

Supervision Given: Provides supervision to professional and office staff, field and technical support personnel.

Supervision Received: Receives administrative direction and guidance from the Mines, Minerals and Energy Deputy Director for Mining.

Scope: Work affects regulation of mineral or gas and oil extraction and the environmentally sound economic development of Virginia's non-coal minerals, gas and oil, and geothermal resources.

Impact of Actions: Accurate and consistent interpretation and application of laws and regulations contribute to environmentally sound economic development, health and safety of workers and citizens, and positive public image of the division. Improper management of the division could have an adverse impact on Virginia's mineral extraction economy and on the environment caused by environmental degradation, unsafe mining practices and actions.

Personal Contacts: Frequent external contact with the public, industry representatives, special interest citizen groups, consultants, engineers, contractors, and attorneys in matters related to permitting, reclamation and enforcement of mineral extraction laws and regulations. Frequent internal and external contact with federal and state agencies, state legislators, and other department divisions or units to coordinate activities, exchange information or consult regarding environmental issues.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of laws, rules, and regulations governing applicable mineral extraction operations; and of mineral extraction methods, practices and techniques and associated safety, conservation and reclamation measures. Knowledge of management and supervisory principles and practices.

Skills: None identified for this class.

Abilities: Demonstrated ability to interpret laws and regulations; to manage programs, finances and personnel; to meet and assist the public; to work effectively with industry representatives, consultants and contractors; and to communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from a college or university with major course work in mining engineering, petroleum engineering, geology, reclamation or related natural science field.

Level and Type of Experience: Extensive management-level experience related to the division's mineral extraction program.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
