CLASS CONCEPT/FUNCTION

This is the second and highest level in the Mines, Minerals and Energy Director series. Positions in this class serve as a Deputy Director in the Department of Mines, Minerals and Energy (DMME) and are responsible for directing DMME's regulatory, mineral resources, energy and administrative programs. Program areas include regulation of mine safety, mining and reclamation operations of Virginia's coal and non-coal minerals, and extraction of gas and oil and geothermal resources; energy; mineral resources, information services; policy analysis and program evaluation; development and advocacy of the agency's legislative and regulatory packages; budget development and financial management; human resources management; information systems management; and general services. This class is distinguished from the Mines, Minerals and Energy Division Director by its responsibility for the work of all agency divisions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty planning and providing overall direction for multiple agency operations and diverse administrative program support areas. Positions define and communicate agency values and management philosophy; assess needs of clients; review and alter agency service delivery to address client needs; create a client-driven, total quality management structure that facilitates improvements in how the agency conducts its business, and enables agency staff to develop professionally and achieve results. Positions oversee development of agency policies and procedures which guide administrative and regulatory programs; ensure compliance with central agency directives, federal and state laws, rules and regulations that govern program areas; direct managers in preparation of legislative and regulatory packages and review materials prepared to inform or respond to elected, appointed, executive and industry officials; and provide guidance and direction to subordinate division heads and managers and a large, diverse professional and technical staff. Advise the agency head of emerging issues and provide counsel on suitable courses of action; represent the agency head with officials of federal, state and local government agencies, members of the cabinet, the General Assembly, and the Governor's office, industry, national and state organizations, special interest and concerned citizen groups; conduct or attend public hearings and serve on legislative committees and studies, appointed boards, and industry committees.

Supervision Given: Guide and direct division heads and management staff responsible for department operations and program areas.

Supervision Received: Positions receive administrative direction from the agency director and exercise broad independent authority over personnel and program activities.

Scope: Work affects management of major statewide agency programs and support services related to promoting and regulating environmentally sound economic development of Virginia's minerals, gas and oil and geothermal resources. Positions lead state policy development for mineral conservation, mineral extraction, mine safety and energy.

Impact of Actions: Positions in this class have considerable impact on major agency programs that affect Virginia's economic development, environmental protection, worker and citizen safety and health, geologic research, energy conservation, development of comprehensive state policies, laws and regulations and delivery of services.

Personal Contacts: Frequent internal and external contact with federal, state and local government officials, legislators, members of the cabinet and the Governor's office, industry executives, citizen and special interest groups to represent the agency's position, negotiate terms, resolve high impact concerns, provide status reports or study findings. Frequent internal and external contact with boards and committees and at public hearings, meetings and media coverage of agency activities to represent the agency.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of state government operations and administrative laws, policies and procedures; the Surface Mining Control and Reclamation Act, the Oil and Gas Act, and the Mining Laws of Virginia; federal and state requirements and policy and procedures governing management of grants and contracts; program formulation, implementation and evaluation; formulation of regulations and preparation of legislative packages. Knowledge of public administration management theory.

Abilities: Demonstrated executive management capability. Demonstrated ability to lead comprehensive organizational change using techniques for employee involvement, decentralized decision-making, strategic planning and quality service delivery. Demonstrated ability to communicate effectively; and to work effectively with federal, state and local officials, industry executives, members of boards, committees, national and state organizations, special interest groups, and the general public.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public or business administration or related field.

Level and Type of Experience: Considerable executive level experience leading and directing complex and comprehensive statewide programs.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
