Distinguishing Features of the Work

Directs the state’s Marine Law Enforcement force in a wide range of activities including marine search and rescue, enforcement of commercial fishery conservation and harvesting laws and regulations, small boat safety laws, health regulations, larceny laws, the issuance of permits and licenses to engage in the commercial fishery.

Establishes operating: policies and training standards dealing with such subjects as arrest procedures, radio communications, joint communications in enforcement missions with other law enforcement agencies, and uniformed standards of conduct in enforcement. Develops a division financial plan and establishes objectives to be met within budgetary targets. Administers personnel, purchasing, property management and management information in reporting on activities within the division. The biennium operating budget is approximately 4 million dollars. Makes interpretations of marine law enforcement statutes, and advises the public on permissible and non-permissible activities and practices in the commercial and recreational harvesting of marine fisheries. Develops and administers an extensive and continuing training program for uniformed law enforcement officers in such subjects as arrest and evidence procedures, state codes, navigation and vessel handling, police and marine radio communications, investigation, use of small weapons, boarding of vessels, etc. Coordinates a marine police radio communications system network with coastal police and sheriff departments, which include the operation of a seven-day per week state marine operations communications center.

 

Qualification Guide

Knowledge of law enforcement principles, practices, and statutes. Supervisory and managerial ability. Ability to plan, motivate, train and lead a large division of marine police field personnel located throughout the state coastal zone.
