CLASS CONCEPT/FUNCTION

This is the managerial level in the Game Warden series. Positions in this class plan, organize, and manage a regional law enforcement program to promote wildlife conservation and safety and to enforce fish, wildlife, boat, and related laws. This class is distinguished from Game Warden Supervisor class by the responsibility for the overall direction, supervision, and coordination of all law enforcement resources within a region. It is distinguished from Game Law Enforcement Assistant Director class by the latter's responsibility to provide overall policy and major program assistance to the division director.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in providing overall direction to a law enforcement region. Directs and supervises the following through subordinate supervisors: the preparation of work plans, projects, reports, and budgets; the establishment and implementation of regional operational procedures; the development of an annual operational budget; the establishment of procedures to acquire, distribute, maintain, and periodically inventory the equipment required to perform assigned tasks; the monitoring of expenditures and balancing of authorized budgets; the training of regional personnel in adherence to criminal justice standards of competency; and the development of plans to address long-range needs in personnel, programs, and equipment. Conducts periodic work plan meetings in order to identify problem areas and to redirect regional resources accordingly. Coordinates regional air, water, and ground operations. Formulates strategies and tactics necessary to resolve unusually difficult investigations or court cases. Confers with other law enforcement agencies in order to determine the role of regional resources in non-routine joint-enforcement efforts. Establishes work goals and objectives for the region. Reviews activity reports and compares them with historical information in order to detect trends in enforcement work; and adjusts work plans to meet anticipated needs. Authorizes expenditures for extraordinary maintenance needs. Evaluates complaints of officer activity in order to determine the need for investigation. Prepares position papers recommending adjustments in department regulations which impact the safe and controlled use of wildlife resources.

Supervision Given: Plans, coordinates, and directs the work of Game Warden Supervisors in a law enforcement region. Schedules, disciplines, counsels, and approves the work of regional Game Wardens and Game Warden Seniors. Sets performance objectives and reviews individual and group accomplishments in order to ensure that quality/quantity requirements are met.

Supervision Received: Receives general direction regarding goals and objectives from the Game Warden Assistant Director. This class is free to plan, develop, and organize work within broad program and policy guidelines.

Scope: Provides program direction which externally affects public safety; landowner property; sportspersons; and federal, state, and local law enforcement agencies; and which internally affects the development and operation of the agency's administrative programs and enforcement regulations.

Impact of Actions: Performs work which has a serious, long-range impact on the department effecting its credibility and public support. Ineffective decisions could result in the depletion of wildlife resources and a reduction in public safety.

Personal Contacts: Positions in this class have frequent internal and external contacts with landowners, sportspersons, state and local police, federal fish and wildlife agencies, judges, attorneys, and the general public regarding issues of fish, wildlife, and boat law enforcement.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of supervisory principles and of law enforcement principles and practices enabling independent completion of projects and assignments and the formulation of solutions to regional or statewide law enforcement problems. Working knowledge of personnel policies and procedures.

Skills: Working skill in the safe and effective use of firearms.

Abilities: Demonstrated ability to develop and implement comprehensive law enforcement programs; to communicate effectively both orally and in writing; to manage the work of others; and to work cooperatively with others who are outside the division or department in the accomplishment of long-range goals.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Law enforcement certification by the Virginia Department of Criminal Justice Services and a valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Extensive experience in law enforcement work related to fish, wildlife and boat activities.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
