CLASS CONCEPT/FUNCTION

This is a single position class in the Abandoned Mines series responsible for coordinating real estate functions of the Abandoned Mine Land (AML) program and planning and managing the AML Inventory update. The position in this class interprets and applies Mining Laws and Regulations and program requirements; obtains and validates contractor reports for title/property records and appraisals; coordinates the rights-of-entry and non-consensual processes; conducts comparable land value analysis; implements program guidelines for the AML Inventory, and directs the AML Inventory automation plan.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty applying federal and state laws and regulations governing assigned programs. Typical duties include issuing work requests to obtain title and property records, coordinating rights of entry process, initiating and documenting non-consensual process and public notice; conducting comparable land value analysis by researching mining and title records and landowner information to determine if property is subject to lien; determining necessity for appraisals, and documenting findings for parcels where no significant increase in property value will occur; preparing appraisal specifications; certifying adequacy, compliance and payment of invoices for contractor services for property records and appraisals; interpreting and applying federal guidelines for AML Inventory and training field personnel in applying criteria for updates; researching records and documents and evaluating/approving field data for site eligibility and cost estimates; documenting program compliance; and overseeing implementation of AML Inventory automation plan.

Supervision Given: None.

Supervision Received: Receives general supervision from the Abandoned Mines Manager.

Scope: The position in this class performs work that affects the operational effectiveness of the real estate and land inventory functions within the AML program.

Impact of Actions: Work has moderate impact on the AML program. Effective decisions contribute to compliance with mining laws and regulations, and program requirements for realty matters and AML Inventory. Errors could result in complaints, audit comments from the Federal Office of Surface Mining and delays in starting project site planning and reclamation construction work.

Personal Contacts: Occasional external contacts with mine operators, realty contractors, local governments, landholders, and utility companies to provide and gather information or to resolve problems.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Knowledge of real estate principles: title and deed searches, liens, property descriptions and mapping, and appraisals. Knowledge of environmental sciences; mining laws and regulations; scientific and engineering principles; reclamation and conservation; construction methods and techniques; and automated data base systems.

Skills: None identified for this class.

Abilities: Ability to interpret and apply laws, regulations, policies and procedures; to interpret and validate realty and technical documents; to communicate clearly, both orally and in writing; and to interact effectively with clients and co-workers.

 

QUALIFICATIONS GUIDE*

Licenses or Certifications: None. Real Estate Appraiser designation preferred.

Education or Training: Graduation from an accredited college or university with course work in environmental or natural science field. Training in real estate principles.

Level and Type of Experience: Experience in real property law, administration, appraisal, title search and preparation, and in the conservation/reclamation field.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was revised by combining duties of the Abandoned Mines Real Estate Officer and the Abandoned Mines Land Inventory Officer classes into a single agency-unique class, effective February 1992.
