CLASS CONCEPT/FUNCTION

This class supervises a major functional area in the Division of Mined Land Reclamation in the Department of Mines, Minerals and Energy. One position directs a statewide coal permitting, training and operational assistance program and the other a statewide coal inspection and enforcement program and Abandoned Mined Land program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in managing programs for coal permitting or coal enforcement and abandoned mined land operations. The Reclamation Services Manager for coal permitting will direct the review of permits for the operation of coal mines, the investigation of complaints and technical assistance to operators of coal mines; supervise the review of permit applications for compliance; oversee training of operators in geological, hydrological, and ecological resource planning and development; and define program requirements for operations using employee and client seminars and workshops. The Reclamation Services Manager for coal enforcement and abandoned mined land operations will direct a statewide coal inspection and enforcement program; recommend policies on research, training and certification programs; make amendments to reclamation rules and regulations for mining and reclamation; and supervise audits of field operations. This position supervises reclamation planning and design work which includes contract development, project evaluation and improvement, and abandoned mined lands inventory and assessment; engineering analyses and specification development; inspections; construction projects; and real estate assessment.

Supervision Given: Provides general technical and administrative guidance to a staff performing coal permitting, training and operator assistance work.

Supervision Received: Receives direction on the development, implementation and interpretation of policies, procedures, laws and regulations.

Scope: Work requires decisions on interpretations of laws, budget management, effective and efficient coal permitting and technical assistance programs statewide.

Impact of Actions: Consistency, accuracy and completeness of work is essential and has a direct impact on the public impression of the agency. Mismanagement could have an adverse impact on Virginia’s mining economy.

Personal Contacts: Frequent contacts with the public, mining operators, consultants, engineers, contractors, attorneys and special interest citizen groups in matters relating to reclamation as well as other units, departments or agencies for exchanging information and data.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of management and business principles, coal mining and reclamation construction techniques; environmental and mining issues; and reclamation laws and regulations, policies and procedures.

Abilities: Demonstrated ability to meet and assist the public; work effectively with operators, consultants and contractors; supervise and manage personnel and finances; and communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Possession of a valid Virginia driver’s license.

Education or Training: Graduation from a college with major course work in a natural science such as forestry, geology, engineering or reclamation.

Level and Type of Experience: Supervisory experience in providing services to the public and working with grants, personnel, reclamation, and construction practices, principles, laws and regulations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
