Distinguishing Features of the Work

Plans, directs and supervises the Statewide program for implementation of the statutes relating to the reclamation of land disturbed by surface wining operations.

The work includes responsibility for establishing and implementing policies, procedures and standards for inspection and reclamation of land disturbed by surface mining. Determinations are made as to the compliance of surface mine operators to statutory requirements and as to the prosecution of violators. The work includes serving as consultant to the Board of Surface Mining Review on questions relating to technical aspects of the program. Determinations are made as to the bond required of surface mine operators and concerning forfeiture of or release from bond. Final approval of reclamation plans is given prior to issuance of surface mining permits. Responsibility is included for conferring with representatives of local, State, and Federal agencies on cooperative programs in conservation and matters related to interstate considerations. General direction is received from the Director of the Department of Conservation and Economic Development.

Examples of duties characteristic of positions in this class:

  1. Plans and directs inspection, surveillance and reclamation activities in the enforcement of statutes regarding the reclamation of land disturbed by surface mining; hires inspectors and supervisors, and directs the training of inspectors; reviews and evaluates their assignments and work in relation to the compliance of surface mine operators with statutory requirements.
  2. Establishes policies, procedures, and standards for compliance with statutes; visits surface mining operations to ascertain that inspection and reclamation procedures are being properly administered.
  3. Confers with local, State and Federal representatives in cooperative matters and on interstate considerations relating to mined land reclamation.
  4. Recommends legislation and programs for the effective conservation of land disturbed by surface mining.
  5. Advises the Director of the Department of Conservation and Economic Development and the Board of Surface Mining Review on questions related to the implementation of reclamation programs.

 

Qualification Standards

Graduation from high school and seven years of conservation experience in reclamation, forestry, agronomy, geology or related fields, four years of which must have been in a supervisory capacity. College education including courses in forestry, agronomy, geology or related subjects may be substituted for experience on an equivalent time basis.

Thorough knowledge of conservation practices and procedures, of the characteristics of all types of surface mining, and of State and Federal statutes pertaining to mined land reclamation; ability to plan and administer an industry-wide inspection program; ability to suggest improvements which are sound, practical, and economical.
