CLASS CONCEPT/FUNCTION

This agency unique class in the Department of Conservation and Recreation is the director for the Division of State Parks. It is responsible for directing the development and implementation of policies and guidelines for the operation and maintenance of an expanding system of State Parks, Natural Areas, Historic Sites and cooperative programs with federal, state, and local outdoor recreation agencies. This responsibility includes providing protection for the natural resources in these areas while making them available for the enjoyment of the public in compliance with safety and health standards for the Commonwealth.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable complexity and difficulty. Directs a sizeable management, technical, professional and support staff engaged in the establishment, development, maintenance and operation of State Parks, Natural Areas, Historic Sites and cooperatively managed areas statewide. Determines, formulates and directs program administration, management, and policies within the division. Provides policy direction and management guidance for cooperative programs and services which involve other agencies both within and outside State government. Provides support for legislative committees and their staffs in studies of potential park sites, uses, and facilities and in exploring funding sources for development, operation, and maintenance of these areas. Serves on the Department's Strategic Planning Team.

Supervision Given: Directs a sizeable staff of management, technical, professional and support personnel in program services and delivery.

Supervision Received: Receives general administrative direction and guidance from the Department Deputy Director and the Department Director on program administration and in matters involving agency-wide policy or where cabinet level interest exists or is anticipated.

Scope: Program delivery affects the preservation of natural resources in State Park areas and in the provision of safe and sanitary recreational facilities an services provided for public use and enjoyment on a statewide basis.

Impact of Actions: Activities have a direct impact on the preservation of natural resources in State Park areas and on the development, operation, maintenance and use of recreational facilities, programs and services in these areas throughout the Commonwealth.

Personal Contacts: Frequent contact with other state, federal and local agencies and governing bodies, local and State elected officials, legislators, Secretary of Natural Resources and staff, and the general public.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of park planning, design, construction and management. Considerable working knowledge of State and local government organizations.

Abilities: Demonstrated ability to analyze and formulate effective recreational program policies and direct a staff in implementing those policies; ability to manage employees effectively; administer a budget within allocated resources; deal effectively with elected/appointed officials and the public; and communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Possession of a valid Virginia driver's license.

Education or Training: Graduation from an accredited college or university with major emphasis on outdoor recreation and planning, engineering and architecture or a field related to the position's duties and responsibilities.

Level and Type of Experience: Extensive responsible management and supervisory experience in design, construction and outdoor recreation facilities management.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
