CLASS CONCEPT/FUNCTION

This agency unique class in the Department of Conservation and Recreation serves as the single principal assistant to the Division Director State Parks. The position in this class has responsibility for assisting the Division Director in directing the overall management of division programs, projects, and personnel. Serves as the primary advisor to the Division Director on policy and management activities. Represents the division in the absence of, or at the direction of, the Division Director.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in providing day-to-day supervision of section managers, professional staff and support personnel. Evaluates, develops and/or recommends policies, procedures, and actions involving the administration of the division. Defines task priorities and deadlines for meeting the goals and objectives for the establishment, development, maintenance and operation of areas under the jurisdiction of the Division of State Parks. Monitors and communicates progress to the Division Director. Acts in an advisory capacity in the development of the division's capital outlay and operation, and maintenance budgets, and in the planning for land acquisition and development. Proposes initiatives in the resource management, public information and educational services for the division. Serves as the division's liaison in the legislative review process and advises Division Director of impacts. Serves in an advisory capacity on special study committees, legislative commissions and foundations, and represents the Division Director and the division in local, state, and national forums.

Supervision Given: Supervises the division's Section Managers, professional and support personnel in program services and delivery.

Supervision Received: Receives general direction and guidance from the Division Director State Parks on issues of political impact, major changes in program direction, and employee utilization.

Scope: Work involves providing day-to-day direction and guidance for programs and projects which are essential in meeting division goals and objectives in delivery of service to the public on a statewide basis.

Impact of Actions: Activities have a significant impact on program delivery in terms of quality and timeliness of services provided to the general public and support given to operational components of the division.

Personal Contacts: Frequent contact with state, federal and local agencies and governing bodies, local and state elected officials, legislators, Secretary of Natural Resources and staff, and the general public.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of park planning, design and management principals of natural resources and in managing and supervising a sizeable staff of professional personnel. Good working knowledge of the technical fields supervised.

Skills: None identified for this position.

Abilities: Demonstrated ability to plan, manage, implement and monitor services, programs, and projects; supervise and direct the work of managers; communicate effectively in writing and orally; and analyze problems and make/recommend decisions on a wide variety of park-related issues.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Possession of a valid Virginia driver's license.

Education or Training: Graduation from a college or university with major emphasis on recreation management, resource management, public administration, government planning, or a related field.

Level and Type of Experience: Extensive responsible management and supervisor experience, and recreation facilities management.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class specification was revised May 16, 1991. It replaces the State Parks Assistant Commissioner class.
