CLASS CONCEPT/FUNCTION

This agency unique class in the Department of Conservation serves as the single principal assistant to the Division Director Soil and Water Conservation. The position in this class has responsibility for assisting the Division Director Soil and Water Conservation in directing the overall management of the division programmatic functions which include field operations, technical services, shoreline erosion control, dam safety and flood protection. Serves as the primary advisor to the Division Director on policy and management activities and represents the division in the absence of, or at the direction of, the Division Director.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in providing day-to-day supervision and guidance to bureau managers, professional staff and support personnel in meeting the division's goals and objectives effectively. Evaluates, develops and/or recommends policies, procedures, and actions involving the administration of the division. Assists the Division Director in reviewing and setting priorities for the operation of the division. Monitors and communicates progress to the Division Director. Acts in an advisory capacity in the development of the division's operation and maintenance budget and monitors expenditures to insure compliance with regulations and guidelines of the Department of Accounts, Department of Planning and Budget, and the Department of General Services. Serves as liaison for the division in the administration of grant funds from the U.S. Environmental Protection Agency. Manages the information and education, fiscal and clerical functions to meet the support needs of the division. Evaluates results of their activities. Prepares agenda, plans, and minutes for board meeting of the Soil and Water Conservation Board. Prepares follow-up correspondence relating to Board actions. Serves as the division's liaison in the legislative review process and advises Division Director of impacts. Manages soil survey program for the division by securing priority information from local governments and coordinating recommendations for priorities with the U.S. Soil and Water Conservation Service and the Virginia Polytechnic Institute and State University. Represents the division and the department on task forces and advisory committees and makes presentations to various organizations on division's programs.

Supervision Given: Supervises the division's bureau managers, professional and support personnel in program services and delivery.

Supervision Received: Receives general direction and guidance from the Division Director Soil and Water Conservation on issues of political impact, major changes in program direction, policy development, and employee utilization.

Scope: Work involves providing day-to-day direction and guidance for programs and projects which are essential in meeting division goals and objectives in delivery of services to various organizations and the public on a statewide basis.

Impact of Actions: Activities have a significant impact on program delivery in terms of quality and timeliness of services provided to the general public and support given to operational components of the division.

Personal Contacts: Frequent contact with state, federal, and local agencies and governing bodies.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of natural resources management, fiscal management, employee relations and business operations. Good working knowledge of the technical fields supervised.

Abilities: Demonstrated ability to plan, manage, implement, and monitor services, programs, and projects; supervise and direct the work of managers; communicate effectively in writing and orally; and analyze problems and make/recommend decisions on a wide variety of soil and water conservation issues.

QUALIFICATIONS GUIDE*

Licenses or Certification: Possession of a valid Virginia driver's license.

Education or Training: Graduation from an accredited college or university with major emphasis on recreation management, resource management, public administration, or a related field.

Level and Type of Experience: Extensive responsible management and supervisory experience in a natural resources organization, public or private, which provides services to the public.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
