CLASS CONCEPT/FUNCTION

This is the second class in the Dispatcher series. Positions in this class operate communications equipment and send and receive information related to law enforcement activities and emergency services. This class is distinguished from the Dispatcher Senior/State Police class by the latter class's responsibility for coordinating the activities in a communications center and acting as a lead worker. This class is distinguished from the Dispatcher/Police class by its broader scope as evidenced by a significantly larger geographic area of responsibility and the potential for involvement in statewide law enforcement.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty operating a variety of communications equipment and receiving and sending information regarding law enforcement activities and emergency services requirements. Requests for information are received from law enforcement personnel, the media, and private citizens, and may concern criminal activities, verification of criminal history records, driving records, and vehicle registration. Positions in this class receive requests for assistance; dispatch the appropriate law enforcement personnel or emergency services assistance; and maintain and update a variety of logs, records, and forms required to provide an accurate record of activities and actions; monitor equipment status; and report malfunctions or failures. Positions may operate equipment to enter and retrieve criminal justice information.

Supervision Given: Supervision typically is not a factor for this class.

Supervision Received: Receives direction from a Dispatcher Senior/State Police or a State Police supervisor.

Scope: Work affects law enforcement activities and services provided within a State Police Division, and may influence statewide or interstate law enforcement operations.

Impact of Actions: Effective actions assist in the provision of appropriate law enforcement or emergency services. Unsatisfactory performance may result in the loss of life, destruction of property, and the loss of goodwill.

Personal Contacts: Frequent external contact with private citizens to receive complaints or provide information; frequent internal and external contact with law enforcement personnel; with emergency service providers; and personnel from other state agencies related to public safety.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the agency's policies, procedures, and regulations; the physical layout within the assigned division; radio codes; and voice communications systems.

Skills: Working skill in keyboarding and communications equipment adjustment.

Abilities: Demonstrated ability to communicate effectively, both orally and in writing; to maintain accurately and update a variety of logs and records; and to act appropriately in emergency situations.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certified as a dispatcher in accordance with standards set by the Department of Criminal Justice Services. Certified as a Virginia Criminal Information Network Operator by standards set by the Federal Bureau of Investigation.

Education or Training: Graduation from high school or equivalent; some training in communications procedures.

Level and Type of Experience: Public contact and experience in operating communi-cations equipment.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
