CLASS CONCEPT/FUNCTION

This is the single class responsible for training criminal justice personnel to operate the Virginia Criminal Information Network (VCIN) and the National Criminal Information Network (NCIC) systems. Positions in this class also operate a computer terminal to update system records and security data to ensure limited access and system security.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty in conducting training classes for police dispatchers and other personnel in state, local, and federal criminal justice agencies, which includes developing lesson plans, testing, grading and certifying Criminal Justice instructors who are approved by this class to certify/recertify VCIN operators. Duties include reviewing error lists and rejected message data as a basis for developing and updating lesson plans and training aids; developing operational manuals; and conducting classes and on-the-job training sessions in the technical aspects of communications equipment operation, the Virginia Criminal Information Network/National Criminal Information Center, National Law Enforcement Telecommunications System (NLETS), policies, procedures, laws, and interpretation of policy and law relative to criminal histories and other file access. Positions review system changes and disseminate operational change information to users through preparation of a quarterly technical bulletin; conduct audits of users to ensure compliance with NCIC/VCIN rules, regulations, and law, assessing deficiencies and developing/delivering training programs to ensure compliance; troubleshoot system and user problems; program and format screens for information-gathering purposes and system security; and maintain records of terminals, security data, and location of users.

Supervision Given: Supervision typically is not a factor. Positions may provide technical guidance to dispatchers and Virginia Criminal Information Network operators.

Supervision Received: General supervision is received from a State Police First Sergeant or other agency administrator.

Scope: Work affects the statewide use of law enforcement information and, thereby, the public safety, through training of police dispatchers and other criminal justice personnel; and through maintenance of information systems and file access security.

Impact of Actions: Effective job performance ensures system security and quality instruction to operators, enabling them to perform duties according to standards. Errors may result in inappropriate dissemination of criminal history information in violation of the Code of Virginia; a breach in system security/file access authori-zation; diminished support to law enforcement agencies; endangerment of police officers and the public; civil action against operators and/or the department, which would affect adversely the agency in terms of time, money, goodwill, and credibility.

Personal Contacts: Frequent internal and external contacts with communications personnel of state, local, and federal agencies, and all levels of law enforcement personnel for training, auditing, and problem resolution; and agency computer systems engineering staff to provide system programming support and to resolve complex system problems.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of communications equipment; VCIN, NCIC, and NLETS systems and applicable rules, regulations, and laws; adult education principles; program and policy development; and department policies and law related to criminal history dissemination.

Abilities: Demonstrated ability to communicate effectively, both orally and in writing; organize, schedule, and carry out assignments independently; assess training needs; develop and deliver training programs; analyze and troubleshoot system and equipment problems; and analyze and assess user needs or problems.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certified as VCIN operator and as instructor by the Department of Criminal Justice Services.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Experience in communications operations and program development. Experience in basic computer programming.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills, and abilities may substitute for this education and experience.
