CLASS CONCEPT/FUNCTION

This class is the second director level in the Police Series. Positions serve as the single charge position for a law enforcement program of an independent agency or the largest, most complex educational institutions. Positions in this class have the responsibility to plan, develop and direct comprehensive law enforcement programs. Agencies or institutions which are assigned these positions typically provide a broad range of programs and services to a large number of persons, including but not limited to clients, port users, and students. Positions in this class may direct the law enforcement and security program at an independent agency which is multi-sited; has a highly industrialized environment; provides services to the business community; and is of significant size, complexity, and magnitude. Universities to which this class is assigned typically have facilities located off the main campus, a sizable student population residing on campus, and a wide variety of student activities. Size of the student body, physical plant and the geographical location has significant impact on the complexity of the program. Programs require a large staff, special police activities, and the assignment of one or more Police Captains to directly supervise operations. Positions in this class exercise full police powers with a limited jurisdiction as authorized by the Code of Virginia, and carry weapons. This class is distinguished from the Police Director class by the responsibility for a more diverse and complex program which requires the assignment of one or more Police Captains.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in law enforcement, security and public safety functional areas directing programs through one or more Police Captains. Positions are responsible for developing, planning, implementing and directing comprehensive, extensive and complex law enforcement programs in order to enforce laws and regulations; provide security for public property, goods, materials and commodities; and ensure a safe and secure living and working environment. The geographical location, surrounding community, agency/university size and/or the diversity of services provided to clients significantly increases programs' complexity. Positions typically develop, establish, and interpret departmental goals, objectives and policies; participate in personnel actions, to include recruitment and selection, promotional actions, and training and development of subordinate Police Officers, specialists, and support services. Directs budget development and implementation; assigns resources; represents the agency as the law enforcement liaison with agency, federal, state and local representatives, and the private sector; plans for and directs special events security. Evaluates and reports on the performance of the department to higher level agency administrators; administers an efficient records management system; represents the agency in disputes and in court; and directs in-depth investigations of either a criminal or sensitive nature.

Supervision Given: Provides direction to Police Captains and lower level police supervisors. May also provide general supervision to support services personnel.

Supervision Received: General direction is received from an agency administrator.

Scope: Positions in this class direct an agency-wide law enforcement program affecting not only a wide range of activities, but also the surrounding community which may be affected by agency or university activities.

Impact of Actions: Decisions and actions could have serious impact on the agency in that continued ineffective direction could result in serious long-term state, federal or international costs in terms of time, money, services, customers or goodwill.

Personal Contacts: Frequent internal and external contacts with state and non-state agencies or port terminal management; and with federal, state and local law enforcement agencies in relation to law enforcement and security activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the principles and techniques of law enforcement, security, crime detection and prevention, and investigation. Considerable knowledge of administrative functions such as policy development, interpretation and implementation; budget development and implementation; and personnel supervision.

Skills: Considerable skill in the use of police equipment relevant to the job, and in the use of carried weapons.

Abilities: Demonstrated ability to plan and implement a law enforcement, security, and public safety program for a highly complex, independent agency or educational institution; to organize and direct the efforts of a law enforcement/security force; to analyze a broad range of law enforcement, security and safety problems and develop and implement resolutions; and to plan security for unusual activities or special areas. Demonstrated ability to communicate both orally and in writing with diverse groups of employees, students, and clients; to interpret laws, policies, and regulations governing the operation of the agency or institution; and to meet physical demands of job duties.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification by the Virginia Department of Criminal Justice Services; possession of a valid Virginia driver’s license.

Other Requirements: Must be a United States citizen.

Education or Training: Graduation from an accredited college or university with course work in police science, police administration, criminal justice, law enforcement or a related field.

Level and Type of Experience: Considerable experience in the field of law enforcement or security; considerable experience in administration or supervision of program management.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class established in June 1988 as a result of the Statewide Classification Review/Specification Update Program. This class replaces the Campus Police Director and the Port Police Director classes.
