CLASS CONCEPT/FUNCTION

This class is the first director level in the Police Series. Positions serve as the single charge position for a law enforcement and security program of an educational institution. Positions in this class have the responsibility to directly manage the law enforcement and security program. Positions are assigned to institutions with a large number of residential students, which increases the complexity of programs. Programs require a large staff and special police activities supervised by one or more Police Lieutenants. Positions exercise full police powers as authorized by the Code of Virginia, within a limited jurisdiction, and carry weapons. The Director class is distinguished from the Police Captain by the Director’s increased diversity, complexity and magnitude of programs, and the requirement to directly supervise one or more Police Lieutenants. This class is distinguished from the Police Director Senior by the Director Senior’s responsibility for an even more diverse and complex program that includes the assignment of Police Captains.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in law enforcement, security, and public safety by directing a law enforcement program through one or more Police Lieutenants. Complexity of work is positively affected by the size of the agency and staff, the number of students, and the area surrounding the institution. Positions are responsible for directing, planning, developing, and implementing extensive and/or complex programs to enforce laws and regulations; providing security for public property and goods; and ensuring a safe and secure living and working environment. Positions typically develop, establish, and interpret departmental goals, objectives and policies and participate in personnel actions to include recruitment and selection, promotional actions, and training and development of subordinate police officers, specialists, and support services. This class directs budget development and implementation of assigned resources; represents the agency as liaison with agency, federal, state and local representatives, and the private sector; directs special events security, planning and implementation; evaluates and reports on the performance of the department to higher level agency administrators; administers the efficient records management services; represents the agency in disputes and in court; directs in-depth investigations of either a criminal or sensitive nature of assigned resources; directs special events security, planning and implementation.

 

Supervision Given: Provides direction to Police Lieutenants and/or subordinate Police Officers. May also provide general supervision to support services personnel.

Supervision Received: General direction is received from an agency administrator.

Scope: Positions in this class direct an agency-wide law enforcement program affecting not only a wide range of agency security/enforcement activities, but also the surrounding community.

Impact of Actions: Decisions and actions could have serious impact on the agency in that continued ineffective direction could result in serious long-term costs in terms of time, money, services or goodwill.

Personal Contacts: Frequent internal and external contacts with state or non-state agencies and with federal, state and local law enforcement agencies in relation to law enforcement/security activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the principles and techniques of law enforcement, security, crime detection and prevention, and investigation. Considerable knowledge of administrative functions, such as policy development and implementation, and budget development and implementation in the areas of policy, budget and supervision of personnel.

Skills: Considerable skill in the use of police equipment relevant to the job, and in the use of carried weapons.

Abilities: Demonstrated ability to plan and implement a law enforcement, security and public safety program for an educational institution; organize and direct the law enforcement/security force; analyze a broad range of law enforcement/security and safety problems and develop and implement resolutions; plan security and safety problems and develop and implement resolutions; and plan security for unusual activities or special events. Demonstrated ability to communicate both orally and in writing with diverse groups of employees, students, and clients; to interpret laws, policies and regulations governing the operation of the agency or institution; and to meet physical demands of job duties.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification by the Virginia Department of Criminal Justice Services; possession of a valid Virginia driver’s license.

Other Requirements: Must be a United States citizen.

Education or Training: Graduation from an accredited college or university with course work In police science, police administration, criminal justice, law enforcement or a related field.

Level and Type of Experience: Considerable experience in the field of law enforcement or security; considerable experience in administration or supers vision of program management.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was redefined and re-titled in June 1988 as a result of the Statewide Classification Review/Specification Update Program. This class replaces the Campus Police Director class.
