CLASS CONCEPT/FUNCTION

This is the managerial level class in the Police Series. Positions in this class serve as the single charge position in small residential education institutions or medium-sized community colleges; the single assistant to a Police Director Senior in the largest most complex multiple location educational institutions; or as an assistant to a Police Director Senior in a multiple location independent agency having a highly industrialized environment and providing service to the business community. Positions in this class exercise full police powers as authorized by the Code of Virginia, within limited jurisdiction, and carry weapons. This class is distinguished from the Police Lieutenant by its responsibility for directing all operations of an agency with a more complex law enforcement program, or for administering all or a major component of police field operations in the most complex law enforcement programs of an independent agency or educational institution. It is distinguished from the Police Director level which administers a more complex law enforcement program in an educational institution through subordinate Lieutenants.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which requires directing Police Officers or functional specialists engaged in law enforcement, security, and public safety function areas. Positions in this class which serve as the single charge position are responsible for directing law enforcement and security a small residential educational institution or medium-sized community college. These positions plan, develop, and implement law enforcement, security and public safety programs, and directly supervise a police force which is limited in size. Work includes personnel actions including recruitment and selection, promotional actions, and training and development of subordinate police officers, specialists, and support service personnel. May direct budget development. Positions direct special events security planning and implementation; evaluate and report on the performance of the department to higher level agency administrators; administer related records management services; represent the agency in disputes and in court; direct in-depth investigations of either a criminal or sensitive nature. Positions at the largest, most complex educational institutions or independent agencies may have responsibility for administrative functions or for a significant portion of an overall program of law enforcement/security functions. These positions perform duties such as those in single charge agencies; however, the duties are performed within a specific area of responsibility, as the positions report to a Police Director Senior.

Supervision Given: Provides directions to Police Lieutenants or general supervision to Police Sergeants and support services personnel.

Supervision Received: Directions are received from a Police Director Senior or other agency administrator.

Scope: Directs a law enforcement program in a small residential institution or medium-sized community college or a significant portion of a program at the largest educational institutions or an independent agency that affects security/law enforcement activities of an agency and surrounding community.

Impact of Action: Decisions and actions could have serious impact on the agency’s overall program or a functional area in that continued ineffective direction could result in impact in terms of money, time, services, customers, and goodwill.

Personal Contacts: Frequent internal and external contacts with state and non-state agencies; port terminal management; and federal, state, and local law enforcement agencies in relation to security and law enforcement activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and techniques of law enforcement, security, crime detection and prevention, and investigation; and of administrative functions in areas of policy, budget, and supervision of personnel.

Skills: Considerable skill in the use of police equipment relevant to the job, and in the use of carried weapons.

Abilities: Demonstrated ability to plan and implement a law enforcement, security and public safety program or a portion thereof for an independent agency or educational institution; to organize and direct the efforts of a law enforcement/security force; to analyze law enforcement/security and safety problems and to develop and implement resolutions; to plan security for special events and unusual activities. Demonstrated ability to communicate both orally and in writing, with diverse groups of employees, students, and clients; and to interpret laws, policies, and regulations governing the operation of the agency or institution. Demonstrated ability to meet physical demands of job duties.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification by the Virginia Department of Criminal Justice Services; possession of a valid Virginia driver’s license.

Other Requirements: Must be a United States citizen.

Education or Training: Graduation from high school or equivalency, and training related to the duties of the position.

Level and Type of Experience: Considerable experience in the field of law enforcement or security; considerable experience in administration or supervision.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was redefined and re-titled in June 1988 as a result of the Statewide Classification Review/Specification Update Program. This class replaces the Port Police Captain and Campus Police Captain classes.
