CLASS CONCEPT/FUNCTION

This class is the second supervisory level in the Police Series. Positions in this class typically supervise a unit of subordinate Police Officers engaged in patrol of a campus or port terminal or are responsible for a specific program, such as an investigation unit, within a more complex law enforcement program at an educational institution or other independent agency. The limited size of the institution where this class is the single charge position requires only moderate complexity and diversity in its law enforcement/security programs. Positions in this class exercise full police powers authorized by the Code of Virginia, within limited jurisdiction, and carry weapons. This class is distinguished from the Police Sergeant by the Lieutenant’s broader, more complex operational responsibilities. This class is distinguished from the Police Captain class by the latter’s greater responsibility for serving as the single charge position in a small residential college or medium size community college) or as the assistant to a Police Director Senior in a large, complex multi location agency or educational institution.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which requires the supervision of Police Officers and Sergeants engaged in patrol or other specialized law enforcement, security and public safety activities. These positions typically participate in the training and development of subordinate police officers, specialists, and support personnel; schedule or direct scheduling of overall assignment of law enforcement/security forces; direct special events security; interpret policies; conduct or supervise investigations of either a criminal or sensitive nature; and submit reports on operational status of assigned area. Positions also testify in court and at administrative hearings and represent the agency in court.

Supervision Given: Provides general supervision to Police Sergeants, other lower level police positions, and/or support services personnel.

Supervision Received: Direction is received from a Police Captain or higher level agency administrator.

Scope: Positions in this class supervise a portion of a law enforcement/security program at an educational institution or port facility which could affect the safety, security and well-being of persons and property within the assigned area of responsibility. May direct a law enforcement program in a small institution which could affect the agency and surrounding community.

Impact of Actions: Decisions and actions made in relation to supervision of law enforcement/security activities could have moderate impact on the agency in terms of money, time, services, customers, and goodwill.

Personal Contacts: Frequent internal and external contacts with students, public, port users, terminal management and other law enforcement agencies in relation to security and law enforcement activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and techniques of law enforcement, security, crime detection and prevention, and investigation. Working knowledge of administrative functions in areas of policy and supervision of personnel.

Skills: Considerable skill in the use of police equipment relevant to the job, and in the use of carried weapons.

Abilities: Demonstrated ability to organize and supervise law enforcement and support personnel; to plan security for special events, to effectively communicate, both orally and in writing; and to meet physical demands of job duties.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification by the Virginia Department of Criminal Justice Services. Possession of a valid Virginia driver’s license.

Other Requirements: Must be a United States citizen.

Education or Training: Graduation from high school or equivalency, and training related to the duties of the position.

Level and Type of Experience: Considerable experience in the field of law enforcement or security and in supervision.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was redefined and re-titled in June 1988 as a result of the Statewide Classification Review/Specification Update Program. It replaces the Campus Police Lieutenant and Port Police Lieutenant classes.
