CLASS CONCEPT/FUNCTION

This is the fourth and director level class in the Emergency Services Planning series. This class functions as Director of the Plans Division, and is charged with total responsibility for population protection planning, special projects (natural disaster planning) administration, hazardous substances planning, and radiological planning. The class serves as statewide expert on all phases of emergency services planning and supervises a division that carries out major planning programs and subprograms involving over 40 state agencies and 138 political subdivisions. This class is distinguished from the lower level Emergency Services Assistant Planning Director by the responsibility to direct the entire Plans Division of the agency.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty requiring the management of multiple planning sections whose individual activities in the areas of population protection planning, special projects planning, chemical emergency planning, and radiological planning constitute collectively a comprehensive statewide emergency services planning division. The work typically involves the systematic assessment, evaluation, and direction of a professional and office services staff engaged in a wide variety of emergency services planning activities required by state and federal legislation. This class provides leadership in the development and promulgation of budgetary and planning guidance for implementation of state/federal plans and programs for disaster/emergency preparedness, response, recovery, and mitigation activities. Formulates and presents briefings; prepares executive orders for the Governor and requests to the President of the United States for federal disaster assistance; develops planning policy; and represents the deputy agency head in administering disaster assistance in a declared disaster.

Supervision Given: Provides general direction and supervises an Emergency Services Planning Assistant Director and a staff of Emergency Services Planning Supervisors and Emergency Services Planners.

Supervision Received: Works under the direction of the Deputy Coordinator, who relates the agency head's expectations in terms of goals and objectives. Considerable leeway and discretion is allowed to pursue strategies and to recommend new directions for emergency services planning. Supervisory approval is expected before any new planning initiatives are undertaken.

Scope: Activities affect the efforts of professional staff to engage effectively in their assigned specialty areas of emergency services planning and the continued refinement and maintenance of comprehensive emergency services planning for the state.

Impact of Actions: Work facilitates the coordination and integration of comprehensive emergency services planning function for both state and local governments and the provision of critical emergency management, utilizing all available resources. Failure to perform appropriately could disrupt the planning process and seriously jeopardize the operational readiness of divisions of the agency to respond effectively. Failure to respond effectively could cause danger to life and property, and have serious political as well as economic repercussions.

Personal Contacts: Frequent internal and external contact with federal agencies, state agencies, and local jurisdictions for the purpose of exchanging programmatic and budgetary guidance, to discuss and explain emergency services development plans and programs, and to exercise plans and negotiate the extent of various activities participants.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the types of emergency services that might be required in natural, man-made, and war-caused disasters and the technical and administrative details associated with the provision of such services, including the principles, practices, procedures, and techniques of planning for and implementing required emergency services.

Skills: None identified for this class.

Abilities: Demonstrated ability to perform a variety of analyses in the area of specialty; accurately observe and assess potential emergency situations; recommend solutions to a wide range of emergency services problems; communicate effectively with client service providers; interact with public officials and the general public; and direct the work of others.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in urban planning, public administration, or a closely-related field.

Level and Type of Experience: Considerable administrative and technical experience in an area related to public administration or public safety.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
