CLASS CONCEPT/FUNCTION

This is the second and supervisory level class in the Emergency Services Planning series. Positions in this class serve as working supervisors, supervising special planning programs such as population protection planning, chemical emergency planning, natural disaster and mitigation planning, and special projects planning. The work includes responsibility for supervising Emergency Services Planners and hands-on involvement with the development of local and state emergency services plans. This class is distinguished from the Emergency Services Planner class by the additional responsibility to supervise a program and professional staff. It is distinguished from the Emergency Services Plans Assistant Director, which functions as assistant to the Director of the Plans Division in assigning work to Emergency Services Planning Supervisors and developing the Plans Division's series of programmatic budgets.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty. Provides supervision and technical guidance to professional planning staff responsible for developing and revising local and state emergency services plans. Provides administrative and technical support for the review and state-level certification of local emergency operations plans, as required by federal regulations. Participates in long-range planning and provides consultation to state agencies and local governments for the development of emergency plans and resolution of planning problems. Assigns and evaluates work performed by staff. Writes special reports, develops working budgets, and presents project briefings. Coordinates input from various sources in order to assist in the development of state emergency operations plans. Additional duties include working with localities to develop local emergency services plans. During actual emergencies, positions in this class will serve in an operational capacity or as otherwise needed.

Supervision Given: Supervises Emergency Services Planners and technical support staff.

Supervision Received: Receives general direction from the Emergency Services Planning Director or, in his absence, the Emergency Services Planning Assistant Director.

Scope: Activities affect the preparedness of localities and state government to respond effectively to natural, man-made, or war-caused disasters and emergencies and to meet federal and state emergency management plans requirements.

Impact of Actions: Work identifies the areas in which emergency services may be needed and affects the effectiveness of the strategies and plans devised to meet emergency situations.

Personal Contacts: Frequent internal and external contact with the federal government, local government officials, private industry, state agencies, and private volunteer agencies, such as the Red Cross, Civil Air Patrol, and Radio Amateur Civil Emergency Services (RACES) for the purpose of providing program guidance or emergency assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the types of emergency services that might be required in connection with natural, man-made, and war-caused disasters and the technical and administrative details associated with the provision of such services, including the principles, practices, procedures, and techniques of planning for and implementing required emergency management; and the budget process and related procedures.

Skills: None identified for this class.

Abilities: Demonstrated ability to direct independently a variety of analyses in the area of specialty and develop comprehensive emergency plans and procedures for the state and localities; certify compliance with federal standards for plan content; and supervise the work of others.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in urban planning, political science, public administration, or a closely related field.

Level and Type of Experience: Some supervisory experience in a public safety or emergency management program.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in November 1992 as part of the Classification Review/ Specification Update Program and describes certain positions in the Department of Emergency Services that previously were allocated to the State Planner C class.
