CLASS CONCEPT/FUNCTION

This is the second class in the Emergency Services Public Assistance series. This single-position class administers and coordinates the agency's emergency and long-range recovery assistance program for state and local government and nonprofit agencies in accordance with state and federal regulations. This class is distinguished from the Emergency Service Public Assistance Representative by its responsibility to supervise the program and associated staff.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty. Supervises the program staff engaged in administering federal and state disaster assistance programs to supplement state and local government efforts in alleviating the damage, loss, hardship, or suffering resulting from a disaster. Represents the agency head in the approval of requests for federal and state reimbursements, engineering design proposals, cost overruns, and time extensions for work completion. Manages all aspects of the day-to-day operation of the federal and state disaster relief program for public entities, from assessment of damages and determination of eligibility through final inspections, final payments, and audits. Work involves developing narrative support, work plans, and operating procedures to assure compliance with federal and state agreements; writing instructions and developing management tools, such as handbooks, forms, and computer records; hiring and training additional personnel to meet surge requirements in emergencies; establishing resource needs, approving work plans, setting and monitoring target dates, and reviewing and approving final reports; recommending to management budgetary requirements for staff activities for the Public Assistance function; serving as principal adviser to management in all areas related to Public Assistance; and interpretating legal and regulatory guidelines.

Supervision Given: This class provides general supervision to the Emergency Services Public Assistance Representative.

Supervision Received: Works under the direction of a division director or other higher level agency administrator.

Scope: Activities and recommendations cause direct delivery of financial assistance to political subdivisions statewide and in turn affect all agency organizational units and agency operations.

Impact of Actions: Work affects recovery from major disasters or emergencies by providing direct financial and other supplemental assistance to state and local governments. Errors can affect negatively the timeliness and amount of funds received by state agencies and local governments and damage the public image of the agency.

Personal Contacts: Frequent internal and external contact with the federal government and local government, state agencies, and private non-profit organizations to develop operational procedures and provide program instruction and assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of agency organizational functions and state and local government structure; project management techniques; supervisory principles and practices; and personal or mainframe computer applications as a resource tool.

Abilities: Demonstrated ability to manage large and complex projects; organize and supervise the work of others; interpret and apply state and federal guidelines; establish and maintain effective working relationships with federal, state, and local government officials; and communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public administration, management, planning, training, engineering and construction, or a related field.

Level and Type of Experience:

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
