CLASS CONCEPT/FUNCTION

This is the first class in the Emergency Services Public Assistance series. Positions in this class provide staff support to the emergency and long-range recovery assistance program for state and local governments and nonprofit agencies in accordance with state and federal regulations. This class is assigned to a regional office and is responsible for facilitating the flow of disaster assistance funds to qualifying jurisdictions through hands-on project management. This class is distinguished from the Emergency Services Public Assistance Officer by the latter's responsibility to manage the entire statewide program, to include supervision of regional staff.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of routine difficulty. Provides technical guidance and advice to localities applying for federal and state disaster assistance regarding legal, regulatory, and procedural requirements. Reviews and makes recommendations regarding requests for funding advances and for final payment. Inspects work sites to confirm that reconstruction work is accomplished in accordance with program requirements. Compares invoices with purchase orders and disbursements; reviews scope of work accomplished versus that authorized and makes recommendations for approval of funds. Trains local government and state agencies in the disaster assistance program.

Supervision Given: Supervision typically is not a factor; however, positions may provide general supervision to part-time office services workers.

Supervision Received: Receives general supervision from the Emergency Services Public Assistance Officer.

Scope: Work affects the delivery of services to localities in a region of the state.

Impact of Actions: Activities support the efficiency of administration of the program and the proper distribution of public assistance funds.

Personal Contacts: Frequent internal and external contact with state agencies, political subdivisions, and the federal Emergency Management Agency to provide services and recommend financial relief for disaster-stricken areas.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Some knowledge of the structure of state and local government; the Disaster Assistance program regulations; and basic accounting principles.

Skills: None identified for this class.

Abilities: Demonstrated ability to interpret and apply state and federal guidelines; establish working relationships with government officials; and communicate effectively, orally and in writing.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from high school or equivalent with additional course work in accounting, public administration, planning, or a closely related field.

Level and Type of Experience: Some experience administering funds and interpreting regulations for a specific program.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
