CLASS CONCEPT/FUNCTION

This is the third and managerial level class in the Emergency Services Operations series, which is responsible for directing all activities for the Operations Division within the Department of Emergency Services. This single-position class provides executive assistance to the agency deputy; develops an operating budget with multiple funding sources; hires, trains and supervises staff; oversees technical, administrative, training, and program functions; and prepares for and manages the operations, hazardous materials, and communications elements of the agency's emergency and disaster response. It is distinguished from the lower level Emergency Services Operations Director, which directs activities of the Local Affairs or the Program Development, Evaluation and Training Division.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty, directing all activities of the Operations Division. Develops and manages operating budgets and special fund accounts and has considerable spending discretion; develops long- and short-range goals and implementation plans; and supervises a large, diverse staff. Interprets federal emergency management laws and regulations and determines how to apply and implement these on the state and local levels. Identifies local program needs, provides administrative, technical, and training assistance to localities; evaluates the effectiveness of state and local emergency services programs; and supervises statewide emergency operations during natural, man-made, hazardous materials, or war-caused disasters. Programs developed, managed, and supervised on a statewide basis include Hazardous Materials and Radiological Safety, Emergency Warning, Emergency Response, Emergency Fuel Allocation, Search and Rescue, and Hazardous Radiological Materials Transportation. Coordinates the activities of state, local, and volunteer organizations during times of emergency. Represents the state on Federal Emergency Management teams regarding emergency management issues of national interest. Acts for the agency deputy as needed.

Supervision Given: Supervises Emergency Services Hazardous Materials Manager, Emergency Services Operations Supervisors, and other technical and office services staff.

Supervision Received: Receives direction from the agency deputy during periods of normal activity and from the State Coordinator during periods of emergency or disaster response.

Scope: Work affects the delivery of emergency services and the preparation of the state and local governments to respond to diverse emergency situations; the preparedness of emergency personnel, both public and volunteer; and compliance with federal law.

Impact of Actions: Work activities affect the safety of citizens of the Commonwealth, the public image of the agency and the Commonwealth, and the agency budget.

Personal Contacts: Frequent internal and external contact with federal, state, and local governments; private and volunteer organizations; and the public to interpret laws, develop programs, and deliver broad, statewide services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of federal and state laws pertaining to the delivery of emergency services and emergency preparedness; organization of federal, state, and local governments; the budgeting process; principles of program management and supervision; and technical and operational demands of the position.

Skills: None.

Abilities: Demonstrated ability to direct the efforts of emergency response teams on a statewide basis; train others in a technical program; analyze, interpret, and implement federal laws; coordinate intergovernmental activities; and plan, develop, and manage a statewide program.

 

QUALIFICATIONS GUIDE*

License or Certification: None required.

Education or Training: Graduation from an accredited college or university with major course work in public administration, urban planning, business, or a related field. Additional training or course work directly related to the assigned specialty area.

Level and Type of Experience: Considerable supervisory and technical experience in emergency management, civil defense, public safety, or a directly related field.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
