CLASS CONCEPT/FUNCTION

This is the second and managerial level class in the Emergency Services Operations series, which is responsible for directing all activities of a major division (excluding the Operations Division) within the Department of Emergency Services. Positions in this class provide executive assistance to the agency deputy; develop operating budgets with multiple funding sources; hire, train, and supervise staff in diverse specialties, and oversee technical, administrative, training, and program functions. This class is distinguished from the lower level Emergency Services Operations Supervisor, which is responsible for one major area or program within an agency division, and from the higher level Emergency Services Operations Director Senior, which directs all activities of the Operations Division.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty, directing all activities within the Local Affairs or the Program Development, Evaluation and Training Division. Develops and manages operating budgets and special fund accounts with considerable spending discretion; develops long- and short-range goals and implementation plans; and supervises a staff of professionals. Interprets federal emergency management laws and regulations and determines how to apply and implement these on the state and local levels. Identifies local program needs; provides administrative, technical, and training assistance to localities; approves requests for financial assistance following disasters; and evaluates the effectiveness of state and local emergency services programs. Programs developed, managed, and supervised on a statewide basis include Public Financial Assistance, Program Evaluation, Certification Training, Emergency Management Professional Training, Hazardous Materials Emergency Response Training, and Local Affairs. Represents the state on Federal Emergency Management teams regarding emergency management issues of national interest. During times of emergency, functions as technical/operations expert. Acts for the deputy as needed.

Supervision Given: Supervises Emergency Services Regional Coordinators, an Emergency Services Public Assistance Officer, a Grants Administrator, a Training and Development Coordinator Senior, a Technical Instruction Supervisor, and other technical and office services staff.

Supervision Received: Receives direction from the agency deputy during periods of normal activity and from the State Coordinator during periods of emergency or disaster response.

Scope: Work affects the delivery of emergency services and the preparation of the state and local governments to respond to diverse emergency situations; the preparedness of thousands of emergency personnel, both public and volunteer; and compliance with federal law.

Impact of Actions: Work activities affect the safety of citizens of the Commonwealth, the public image of the agency and the Commonwealth, and the agency budget.

Personal Contacts: Frequent internal and external contact with federal, state, and local governments; private and volunteer organizations; and the public to interpret laws, develop programs, and deliver broad, statewide services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of federal and state laws pertaining to the delivery of emergency services and emergency preparedness; organization of federal, state, and local governments; the budgeting process; principles of program management and supervision; and technical demands of the position.

Skills: None identified for this class.

Abilities: Demonstrated ability to train others in a program and technical area; analyze, interpret, and implement federal and state laws; coordinate intergovernmental activities; plan, develop, and manage a statewide program; and establish effective communications, written and spoken.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public administration, urban planning, business,or a related field. Additional training or course work directly related to the assigned specialty area.

Level and Type of Experience: Considerable supervisory and technical experience in emergency management, civil defense, public safety, or a directly related field.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
