CLASS CONCEPT/FUNCTION

This is the first and supervisory level class in the Emergency Services Operations series. Positions in this class supervise programs and systems to maintain the agency's operational capability for effective response to emergencies and disasters. This class typically is responsible for one major area or program within an agency division. It is distinguished from the higher-level Emergency Services Operations Director, which directs all activities within a major operating division of the agency.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty. Plans, supervises, and evaluates agency operational programs and administrative systems on a statewide basis. Supervises (1) an operations program that involves the development, implementation, evaluation, and maintenance of plans, training, and facilities for preparation and response to natural and man-made disasters, search and rescue, dam safety, emergency fuels allocation, water shortage, drought assistance, nuclear emergency response, aerial fire suppression, hazardous materials emergency support, and field command post operations; (2) a 24-hour-per-day Emergency Communications and Warning Center that receives and processes emergency communications to all levels of government and private organizations, to include the Emergency Medical Services (EMS) Medflight dispatch, EMS Advanced and Basic Life Support Communications System, the Emergency Broadcast System, 911 Emergency Call System, the National Weather Service and Integrated Flood Observation and Warning Systems (IFLOWS), and the Agency Telecommunications program (as Agency Telecommunications Coordinator); or (3) an agency-wide network of information systems to include the identification of risk areas and determination of sensor locations in relation to automated IFLOWS equipment. Responsible for developing standing operating procedures for assigned program, making staff assignments, evaluating program effectiveness, evaluating and directing state level emergency response activities, providing ongoing administrative training and technical guidance to local governments, recommending equipment purchases, and statewide information system development and maintenance. Duties may include the management of agency grant programs.

Supervision Given: Supervises Communications Technicians, Radio Technicians, Emergency Services Preparation/Recovery Specialists, and computer operations personnel.

Supervision Received: Positions receive general direction from the Emergency Services Operations Director Senior or the Agency Deputy Coordinator.

 

 

Scope: Work affects the agency's ability to meet varied statewide demands in preparation for, response to, and recovery from, emergencies.

Impact of Actions: Sound decisions enhance the operational efficiency and financial status of the agency. Failure to develop appropriate and responsive procedures, properly train and supervise staff, or properly direct emergency operations could endanger ultimately the lives and property of Virginia citizens.

Personal Contacts: Frequent internal and external contact with all levels of government, private and volunteer organizations, the general public, the National Weather Service, the State Police, and all levels of law enforcement for the purpose of program guidance, training, and coordination of agency efforts before, during, and after a disaster or emergency.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of state, federal, and local emergency operation systems, laws, and procedures; organization of federal, state, and local government; agency communications systems; data processing; supervisory principles; and emergency and disaster response principles and concepts.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise and train professional and technical staff; develop program procedures and evaluate outcome; respond to varied emergency situations in accordance with standard practices; and analyze and evaluate data in order to make program modifications.

 

QUALIFICATIONS GUIDE*

License or Certification: Federal Communications Commission Operator's Certificate may be required for some positions. Qualify for federal government "secret" security clearance.

Education or Training: Graduation from an accredited college or university with major course work in public administration, urban planning, data processing, or a related field.

Level and Type of Experience: Emergency operations experience at a technical or administrative level.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
