CLASS CONCEPT/FUNCTION

This is the first class in the Emergency Services Communications series responsible for operating the emergency services communications network during an assigned shift in support of the Emergency Services Operations Center. Positions operate a statewide warning and communications service for the general public via state agencies, local governments, and the broadcast media.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty in drafting, transmitting, receiving, and routing emergency communications by radio, computer, teletype circuits, facsimile equipment, and telephone. Logs calls received and delivered. Notifies federal, state, local, and volunteer agencies of emergencies; monitors medical channels for emergency patient transportation; dispatches Emergency Medical Service (EMS) Medflight Evacuation Helicopters; and receives and disseminates reports of hazardous materials and search and rescue incidents. Performs required tests of all installed systems and equipment, reports problems, and keeps maintenance logs. Operates emergency response vehicles and equipment.

Supervision Given: None.

Supervision Received: Receives general supervision from an Emergency Services Communications Technician Supervisor.

Scope: Work affects the operation and efficiency of the emergency services communications systems.

Impact of Actions: Failure to establish and maintain emergency communications could have serious effect on the life, health, and safety of citizens.

Personal Contacts: Frequent internal and external contact with state and local agencies, the public, and the broadcast media in the relay of warnings and emergency communications.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of elementary electronics and standard communication procedures and equipment; and agency policies, procedures, and regulations.

Skills: Working skill in keyboarding.

Abilities: Demonstrated ability to communicate effectively, orally and in writing; keep written logs; act appropriately in emergency situations; diagnose communications equipment malfunctions and make minor repairs, and route multiple incoming emergency calls.

 

QUALIFICATIONS GUIDE*

License or Certification: United States citizen at least 18 years of age; no felony or serious misdemeanor convictions; Virginia driver license; qualify for a federal security clearance issued by the Federal Emergency Management Agency.

Education or Training: Graduation from high school or equivalent, with additional training in emergency communications operation.

Level and Type of Experience: Experience as a public safety communications operator (civilian or military); or other related public safety or military experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was developed as part of the Classification Review/Specification Update Program, effective November 1992. It replaces Emergency Services Assistant Communications Officer. This class specification was updated in January 1994.
