CLASS CONCEPT/FUNCTION

This is the single class in the Emergency Services Regional Coordinator series responsible for providing direction, assistance, and coordination to localities in the development of emergency services programs. Positions are assigned a designated region of the state and coordinate local needs, programs, and resources with those of State government. During emergencies, this class provides direction and assistance to localities by coordinating emergency response and recovery activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty. Positions in this class interpret federal requirements, coordinate the activities of local governments to ensure compliance with federal and state regulations; and provide guidance in developing, maintaining, and improving local disaster preparedness programs. Provides technical assistance to localities on disaster prevention and preparation to reduce the effects of disasters. Evaluates the effectiveness of local programs and recommends improvements in accordance with state and local regulations and guidelines. Confers with other agency personnel to ensure that localities receive necessary assistance and support for planning, training, financial assistance, disaster recovery, and personnel management. Serves as regional liaison to federal and state agencies and private organizations.

Supervision Given: None.

Supervision Received: Receives general supervision from an Emergency Services Operations Director or other agency administrator.

Scope: Work affects the emergency response programs for localities within a designated geographical region of the state.

Impact of Actions: Work enhances the ability of a locality to prepare for and respond to disasters and to comply with state and federal regulations.

Personal Contacts: Frequent internal and external contacts with agency personnel, local, state, and federal agencies, quasi-public and private organizations, and citizens to coordinate disaster preparedness activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the role of state, local, and federal government in emergencies; emergency response programs, policies, and procedures; and federal and state program regulations.

Skills: None.

Abilities: Demonstrated ability to analyze and evaluate the effectiveness of local emergency services programs; interpret state and federal regulations; adapt to fluctuations and changes in program activities; and to communicate effectively, orally and in writing.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public administration, urban planning, or a related field.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
