CLASS CONCEPT/FUNCTION

This is the single position class in the Fire and Building Inspection Series. This advanced level class manages a program to provide fire related technical services; promotes fire prevention and safety among building professionals, officials, and architects; and enforces the Statewide Fire Prevention Code Act as set forth in the Code of Virginia.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty which includes promoting the interests, goals and objectives of the Department and Board of Housing and Community Development, and the State Building Code Technical Review Board through contacts with various interested parties both inside and outside of the government; managing the administrative activities of professional, technical and clerical staff in implementing a program to enforce the requirements of the Statewide Fire Prevention Code get; assisting the Deputy Director and other agency officials in the development and achievement of strategic operational goals and objectives, and programs and initiatives which are in compliance with the Code of Virginia; providing fire related technical services to the State Building Technical Review Board, the Board of Housing and Community Development, and agency staff; serving as liaison between state, national and federal organizations involved in fire safety; reviewing and determining requests to modify provisions of he Virginia Statewide Fire Prevention Code, and preparing budget proposals and control allocations.

Supervision Given: This class provides direction to regional offices in financial, personnel and material resource matters.

Supervision Received: Receives general direction from the Housing and Community Deputy Director, Division of Building and Regulatory Services.

Scope: Positions affect a wide range of statewide activities to provide fire related technical services and promote fire safety; and to enforce applicable statutes of he Code of Virginia.

Impact of Actions: Decisions and actions could rave a serious impact on the agency, the Board of Housing and Community Development, the State Building Code Technical Review Board and the general public in that ineffective management of fire technical services, fire prevention programs and enforcement of applicable statutes could result in serious long-time costs in terns of time, money, services or goodwill.

Personal Contacts: Frequent internal and external contacts with state, federal and local government agencies; applicable state boards; legislators; trade associations; professional organizations; National Code Writing groups; and the news media.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of building construction and fire safety terminology, practices and principles.

Abilities: Demonstrated ability to read, understand, interpret and conceptualize building plans, code specifications, fire safety regulations, standards and laws; to plan, organize and manage program activities; to communicate both orally and in writing; and to supervise and coordinate the work of others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Possession or ability to obtain certification as a Professional Code Administrator.

Education or Training: Graduation from an accredited college or university with course work in a related engineering discipline, accredited fire science, architecture or a related field

Level and Type of Experience: Considerable experience in fire safety, construction or engineering with some administrative or supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
