CLASS CONCEPT/FUNCTION

This is the second class and first advanced level in the Apprenticeship Training Series. Positions in this class manage voluntary training agreements in an area of the state, ensure that apprenticeship training agreements are available to employers in the area and that all agreements are in compliance with policies of the Virginia Apprenticeship Council. This class is distinguished from the Apprenticeship Director class by the latter’s supervisory authority over voluntary apprenticeship training agreements in all areas of the state. This class is distinguished from the apprenticeship Representative by its supervisory authority over apprenticeship training agreements in an assigned area of the state.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty such as reviewing apprenticeship training records to evaluate program status; promoting voluntary apprenticeship training through contacts with individual businesses, employer groups and labor organizations; advising employers and sponsors on policy and procedures interpretation and changes, availability of apprenticeships, and equal employment opportunity (EEO) and affirmative action (AA) plans; providing on-site assistance to Apprenticeship Representative when promoting participation in training programs; supervising the activities of representatives in assigned areas and reviewing reports to ensure that program proposals, EEO/AA plans, compliance reviews and other program activities are performed on a timely basis and meet applicable performance standards, and state and federal regulations; meeting and speaking with students, apprentices, employers, sponsors, counselors, and management and labor groups to promote and maintain apprenticeship training; consulting and counseling employers and apprentices regarding satisfactory performance in the training program; and providing appropriate training for Apprenticeship Representatives. May act in the absence of the Apprenticeship Director to maintain a statewide system of apprenticeship training.

Supervision Given: Supervises a staff of Apprenticeship Representatives.

Supervision Received: Receives directions from an Apprenticeship Director.

Scope: Positions affect apprenticeship training activities in an area of the state

Impact of Actions: Decisions and actions could have a serious impact on the agency, the Virginia Apprenticeship Council and the general public in that ineffective supervision of investigations could result in serious long-term costs in terms of time, money, services or goodwill.

Personal Contacts: Frequent internal and external contacts with state agencies, apprenticeship program sponsors, colleges, local school systems and the general public to promote, develop and maintain apprenticeship training and to ensure compliance with applicable regulations and policies.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the functions, purpose and methods of apprenticeship training; industrial and trace practices and operations; applicable policies and regulations; and the content of apprenticeship occupations.

Abilities: Demonstrated ability to plan and manage diverse voluntary apprenticeship training programs. Demonstrated ability to communicate both orally and in writing; supervise and coordinate the work of others; instruct on-the-job and in-training sessions; and affect standardization, compliance and efficient operation of the voluntary apprenticeship training system.

 

QUALIFICATIONS GUIDED*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in marketing, vocational education, industrial cooperative training, or a related field.

Level and Type of Experience: Some supervisory experience in industrial or trade apprenticeship training programs.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as a result of the statewide Classification Review/Specification Update Program. This class replaces the Apprenticeship Field Supervisor class, effective February 1990.
