CLASS CONCEPT/FUNCTION

This is the first class and journey level in the Apprenticeship Training Series. Positions in this class promote, develop and maintain voluntary training agreements with employers or sponsors in an assigned geographical area. This class is distinguished from the Apprenticeship Supervisor class by its responsibility for voluntary training agreements within an assigned geographical area.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty such as developing new apprenticeship programs in accordance with standards established by the Virginia Voluntary Apprenticeship Act by explaining standards to employers and prospective apprentices, completing required documentation, and preparing training agreements between employers and employees; maintaining and servicing established apprenticeship programs by keeping sponsors informed of new training techniques and ensuring that applicable standards are being met; updating and revising registered training programs by completing required documentation, discussing changes with employers and employees which affect apprenticeship standards and include the development of Affirmative Action (AA) Plans in accordance with equal Employment Opportunity (EEO) regulations; conducting EEO/AA compliance reviews in accordance with policy requirements; promoting apprenticeship training by presenting programs to civic groups, employer and trade organizations, schools and colleges, and career fairs; establishing and maintaining cooperative liaison with industry and labor representatives, and educational officials and coordinators to maintain the required related instruction that will compliment apprenticeship on-the-job training; completing required documentation and reports; serving on committees and advisory groups to advise and assist on actions affecting apprenticeship training programs, and attending meetings, seminars and conferences that address apprenticeship issues; and keeping program sponsors informed of all federal, state and local laws and regulations pertaining to apprenticeship training.

 

Supervision Given: Supervision is typically not a factor.

Supervision Received: Receives general supervision from an Apprenticeship Supervisor.

Scope: Positions affect apprenticeship training activities in an assigned area.

Impact of Actions: Decisions and actions could have a moderate impact on the agency, the Virginia Apprenticeship Council and the general public in that ineffective supervision of investigations could result in significant losses in terms of time, money, services or goodwill.

Personal Contacts: Frequent internal and external contacts with state agencies, apprenticeship program sponsors, colleges, local school systems and the general public to promote, develop and maintain apprenticeship training and to ensure compliance with applicable regulations and policies.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the functions, purpose and methods of apprenticeship training; industrial and trade practices and operations; applicable policies and regulations; and the content of apprenticeship occupations.

Abilities: Demonstrated ability to plan and coordinate diverse voluntary apprenticeship training programs. Demonstrated ability to communicate both orally and in writing; coordinate the work of others; and affect standardization, compliance and efficient operation of the voluntary apprenticeship training system.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in marketing, vocational education, industrial cooperative training, or a related field.

Level and Type of Experience: Some experience in industrial or trade apprenticeship training programs.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as a result of the statewide Classification Review/Specification Update Program. This class updates and replaces the current Apprenticeship Representative class, effective February 1990.
