CLASS CONCEPT/FUHCTION

This is the single class responsible for providing administrative assistance to the State Labor Law Program Director in the administration and enforcement of the State labor law program. Positions in this class function in support of the State Labor Law Program Director by supervising clerical classes, providing assistance and guidance to State Labor Law Field Supervisors, State Labor Law Representatives, the general public and ensuring the completion of assigned administrative tasks to ensure the success of the mission of the state labor law division of the Department of Labor and Industry.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which involves supervising clerical staff and providing support and guidance to field staff in administrative requirements to maintain flow of program’s activities and ensure that daily task assignments are completed. Coordinates all administrative duties to ensure the protection of program clients under the state’s labor laws; acquires and preserves statistical data to generate reports on activities of the agency’s labor law division; prepares reports, on request, concerning activities of the program; prepares program biennial budget narrative for submission; drafts correspondence to attorneys, judges, court officials and other authorities; drafts correspondence to the Attorney General requesting interpretation of statutes; and prepares proposed legislation for approval by agency head and Governor's Office to be considered by the General Assembly. May sign correspondence in the absence of the Director. Responds to all correspondence received by the division; updates the program’s policies and procedures manual when interpretation of opinions by the Attorney General’s Office and amendments of applicable statutes are received; and ensures that statements in policy and procedures manual are correct and easily understood. Writes, revises and updates leaflets, pamphlets and brochures about the State labor law program; revises and updates forms utilized by program personnel; provides instruction to personnel regarding correct State labor law program procedures on the use of forms and reports; and presents training sessions in areas and topics deemed necessary by the State Labor Law Program Director.

Supervision Given: Provides immediate supervision to Office Services Specialists and Office Services Aides.

Supervision Received: Receives general direction from the State Labor Law Program Director. Consults with supervisor in developing projects and schedules; and plans and carries out assignments, and keeps supervisor informed of progress.

Scope: Positions in this class perform work which affects statewide enforcement of State labor laws and the efficiency of the State labor law program.

Impact of Actions: Effective decisions facilitate the effectiveness of program personnel. Errors could be costly to the agency in terms of services and public goodwill.

Personal Contacts: Frequent internal and external contacts with the general public, attorneys, judges, court officials and school authorities, to accept complaints or provide information on program activities; to provide information regarding interpretation, application and enforcement of the state’s labor laws; and to provide information regarding the working requirements under the state’s child labor laws.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the procedures and practices of the State labor law program, business English, math and work organization. Working knowledge of methods and procedures analysis, of budget formulation and of related administrative matters.

Skills: Working skill in the operation of automated office equipment.

Abilities: Demonstrated ability to supervise office services personnel; to compose correspondence and reports; to interpret, explain and apply a wide range of legal statutes, standards and policies; and to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

 

Education or Training: Graduation from high school or equivalent; and course work in business administration and/or law.

Level and Type of Experience: Experience in administrative office work and preparation of budgets, statistical reports, correspondence and other management information reports.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
