CLASS CONCEPT/FUNCTION

This is the third and supervisory class in the Boiler Inspector series. This class is charged with responsibility for directing the enforcement program for compliance with the Boiler and Pressure Vessel Safety Act which governs the construction, installation, operation, maintenance and repair of boilers and pressure vessels. This class is distinguished from the Boiler Senior Inspector class by its responsibility for directing the statewide program and supervising inspectors.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty involving the direction of a statewide program for inspection of boilers and pressure vessels in order to ensure compliance to the Boiler and Pressure Vessel Safety Act. Determines need and seeks legal action when required in order to obtain conformance to law. This class is responsible for the certification of inspectors through administering the National Board examination. Reviews inspectors' reports to verify non-conformance items; initiates letters of violations and assures corrective action; performs surveys and audits of boiler and pressure vessel manufacturers' and repair organizations' quality control programs to ensure compliance for issuance of American Society of Mechanical Engineers (ASME) and/or National Board of Boiler and Pressure Vessel Inspectors Certificates of Authorization; consults with engineers or others in safety and legal requirements, including advising special inspectors affiliated with insurance companies; compiles data and makes recommendations for amendments to the Act or for legislative or special reports; conducts special inspections as needed; and testifies in court.

Supervision Given: Provides general supervision to Boiler Inspectors, Boiler Senior Inspectors and office services support staff; and technical supervision to special inspectors and special inspector supervisors employed by insurance companies.

Supervision Received: Receives direction from a Labor and Industry Assistant Commissioner.

Scope: Work affects the conformance to laws relating to boiler and pressure vessel safety, which in turn affects the safety of the workplace and surrounding community.

Impact of Actions: Effective job performance results in the efficient and successful operation of the inspection program and enforcement of regulations related to boilers and pressure vessels. Errors may result in loss of time, money and credibility to the agency, and may lead to the failure of ensuring proper conduct of inspections which would negatively affect the safety and well-being of individuals.

Personal Contacts: Frequent external contacts with ASME and National Board technical staff, businesses, industries, institutions, schools and hospitals in order to interpret and enforce laws, rules and regulations pertaining to boiler inspection; with manufacturers and repair organizations to review and audit quality control programs; with insurance companies to interpret the Code; and with attorneys in relation to court cases or corrective action.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of design, construction, installation, inspection, operation, maintenance, and repair of boilers and pressure vessels; of the Boiler and Pressure Vessel Safety Act of the Code of Virginia; of codes and standards of the American Society of Mechanical Engineers codes and standards; of the standards of the National Board of Boiler and Pressure Vessel Inspectors; and of various welding processes and non-destructive testing techniques.

Skills: Considerable skill in the use of equipment used to inspect boilers and pressure vessels including ultrasonic thickness gauges, non-destructive equipment, and atmospheric monitoring equipment.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to interpret laws and regulations; to supervise the work of others; and to direct a statewide program.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certified by the Basic Commission National Board of Boiler and Pressure Vessel Inspectors, with a "B" endorsement.

Education or Training: Graduation from an accredited college or university with major course work in engineering or a related field.

Level and Type of Experience: Considerable responsible experience involving the design, inspection, construction, maintenance, repair or operation of boilers and pressure vessels, and the supervision of inspection personnel on fossil fuel boilers and nuclear plants. Considerable supervisory and mid-level management experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
