CLASS CONCEPT/FUNCTION

This is the second class in the Boiler Inspector series. Positions in this class conduct inspections of boilers and pressure vessels in more complex locations, to enforce compliance with the Boiler and Pressure Vessel Safety Act which governs the construction, installation, operation, maintenance, and repair of boilers and pressure vessels. Positions function in a lead capacity in complex inspections requiring more than one inspector. This class is distinguished from the Boiler Inspector class by the responsibility for performing audits of manufacturers, working on reported violations of the law statewide, and training and coordinating the work of lower level inspectors. This class is distinguished from the Boiler Chief Inspector class by the latter's responsibility for directing the statewide enforcement program and supervising Boiler Senior Inspectors and Boiler Inspectors.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which involves performing quality control audits and inspecting boilers and pressure vessels in any area of the state. Positions in this class serve in a lead capacity by conducting those inspections which are more complex and difficult in nature and by leading teams of lower level inspectors in conducting large-scale inspections. Positions in this class are charged with enforcement of the Boiler and Pressure Vessel Safety Act. Positions provide technical assistance to owners/users by advising on standards and ensuring that corrective action is taken where required; witness repairs or alterations made by authorized agencies; investigate accidents or other occurrences; schedule inspections; respond to emergencies involving boilers and pressure vessels when called by state or local government agencies. Positions reviews inspection reports to verify non-conforming items, initiate letters of violation and assure corrective action. Assists the Boiler Chief Inspector in monitoring the National Board examinations. Testifies in court and performs surveys and audits of manufacturers' and repair organizations' quality control programs to verify qualification for certification.

Supervision Given: Positions function in a lead capacity by coordinating work assignments and providing technical assistance and training to Boiler Inspectors, and provide technical supervision to special inspectors employed by insurance companies.

Supervision Received: Receives direction from a Boiler Chief Inspector.

Scope: Work affects the compliance with laws relating to the safety of boilers and pressure vessels, which in turn affects the safety of the workplace and surrounding community.

Impact of Actions: Effective performance and leadership of inspections ensures compliance with boiler and pressure vessel safety laws and regulations and maintains the safety of the workplace and other environment surrounding boilers and pressure vessels. Errors could result in loss of time, money, and credibility for the agency, and in personal injury due to faulty boilers/pressure vessels.

Personal Contacts: Frequent external contacts with businesses, industries, institutions, schools, and hospitals to conduct inspections; with insurance companies, the National Board of Boiler and Pressure Vessel Inspectors and the American Society of Mechanical Engineers (ASME), to interpret rules and regulations; with attorneys regarding court action; and with manufacturers and repair organizations to review their quality control programs.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of ASME, National Board, and state standards related to the design, construction, installation, inspection, operation, maintenance, repair, and alteration of boilers and pressure vessels. Working knowledge of welding processes and non-destructive testing techniques.

Skills: Working skill in the use of equipment used to conduct boiler/pressure vessel inspections, including ultrasonic thickness gauges and atmospheric monitoring equipment.

Abilities: Demonstrated ability to interpret and apply laws and regulations related to boiler and pressure vessel safety; to communicate effectively, both orally and in writing; and to coordinate and lead the work of lower level Boiler Inspectors.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certified by the National Board of Boiler and Pressure Vessel Inspectors, basic commission, with the "B" endorsement.

Education or Training: Graduation from high school with additional training or course work related to the duties of the job.

Level and Type of Experience: Considerable experience involving the design, inspection, construction, maintenance, repair or operation of boilers and pressure vessels.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class in the Boiler Inspection series, established to accommodate new duties and responsibilities in the series, effective July 1991.
