OCCUPATIONAL SAFETY COMPLIANCE SUPERVISOR 74018 A

 

CLASS CONCEPT/FUNCTION

This is the fourth class and supervisory level of the Occupational Safety Series. Positions in this class supervise a central office or regional program for occupational safety enforcement or voluntary compliance and training in accordance with established federal and state standards, laws and regulations. Establishes program goals and objectives which are attained through the supervision of technically trained professionals and support personnel. This class is distinguished from the Occupational Safety Lead Inspector class by the responsibility for management of a central office or regional program. This class is distinguished from the Occupational Safety/Health Director class by the latter’s responsibility for statewide program management activities which involve administration of several health/safety programs, and considerable independent judgement and decision-making.

 

DISTINGUISHING FEATURES OF WORK

Complexity of Work: Performs work of considerable difficulty in planning, organizing and scheduling program activities, and directing the work of professional and support personnel. Functions typically include prioritizing and assigning cases for voluntary compliance and safety enforcement investigations/inspections and training consultations to ensure compliance with federal, state and program regulations, standards, policies and procedures. Functions also include consulting with employers and staff on development and implementation of training programs or compliance and enforcement actions including review of citations, abatement actions and modifications. Following case assignment, consultation and inspections by lower level technical professional classes, positions in this class provide employers/employees with direction in the development and administration of comprehensive safety compliance procedures or training programs; and provide appropriate reviews and follow-up to ensure continued compliance for safe work environments. The development and administration of safety compliance procedures is accomplished through programs that have been formulated at the statewide level. Positions also participate in personnel actions to include time management; scheduling assignments; on the job progress and performance monitoring and counseling; setting performance standards; and, conducting performance appraisals. All inspection case reports and training consultation reports are reviewed to ensure correct application of policies and procedures; proper assessment of voluntary compliance; safety enforcement of training requirements; and appropriate utilization of resources for the implementation of compliance, enforcement and training criteria. Positions also direct the development of reports and records for litigation and participate in litigation or court procedures; and also respond to and assist the Occupational Safety/Health Director in administrative duties by compiling, reviewing and submitting reports for use in quarterly and annual reports as well as in an advisory capacity for regional activities.

Supervision Given: Provides direction to Occupational Safety Lead Inspectors and general supervision to Occupational Safety Inspectors and Inspector Seniors.

Supervision Received: Receives general direction from an Occupational Safety/Health Director.

Scope: Positions in this class direct a program in Occupational Safety enforcement, or voluntary compliance and training which affect agency wide activities and which may also affect employers/employees in a diverse range of public and private businesses.

Impact of Actions: Decisions and actions could have serious impact on the agency in that ineffective or inappropriate measures could result in long-term significant costs to employers and the Commonwealth in terms of time, money, services, production and employer/employee, community, client or public safety and goodwill.

Personal Contacts: Frequent internal/external contact with state, federal, and local agencies; employers/employees at work sites; independent consultants; attorneys; and the general public regarding occupational safety issues and activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of federal, state, and local codes, statutes, regulations and standards related to workplace safety; of a variety of industrial, manufacturing, and construction/trades occupations; and of the principles and practices of occupational safety enforcement, compliance, and/or training. Working knowledge of environmental protective equipment and apparatuses.

Skills: Considerable skill in the operation of applicable environmental testing equipment and apparatuses; and in the utilization of multi-media equipment.

Abilities: Demonstrated ability to formulate/supervise training plans, and conduct/supervise presentations; to facilitate group sessions; to effectively communicate, both orally and in writing; to gather data and compile technical statistical reports; to interpret and apply technical procedures, standards and laws; and to supervise programs and personnel through implementation of established goals and objectives.

 

OUALIFICATIONS_GUIDE*

License or Certificate: None required.

Education and Training: Graduation from an accredited college or university with course work in occupational safety, industrial engineering, industrial hygiene, education, vocational education, or a related field.

Level and Type of Experience: Progressively responsible experience involving occupational safety inspections, regulations interpretation and program development.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class established in February 1989 as a result of a statewide Classification Review/Specification Update study. This class replaces the Occupational Safety Region Supervisor class.
