CLASS CONCEPT/FUNCTION

This is the second class in the Department of Motor Vehicles (DMV) Investigator series. Positions in this class function as sworn law enforcement officers with full police powers authorized by the Code of Virginia to administer and enforce DMV laws and regulations in a specific area or geographical district. Positions in this class lead and coordinate investigative and enforcement activities of DMV Investigators; and serve as area experts or perform complex investigations which involve fuels tax, fraudulent motor vehicle dealer advertising, and stolen vehicles. This class is distinguished from the DMV Investigator class by its responsibility for leading investigations and enforcement activities and serving as area experts or performing complex investigations. This class is distinguished from the DMV Investigator Supervisor class by the latter's supervisory and administrative authority over enforcement and regulatory activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which includes coordinating and leading investigations involving specialized areas. Serves as liaison for investigations which involve other law enforcement agencies and personnel; participates in training and education; and researches new investigative and surveillance technology and techniques to maintain a high degree of expertise in assigned specialized areas. Trains and guides DMV Investigators in the performance of investigations which involve areas of expertise; makes recommendations on best methods available for conducting investigations and gathering evidence; secures warrants; writes summons; makes arrests; provides evidence; and testifies in judicial proceedings. Provides technical expertise to state and federal prosecutors in the preparation of cases.

Supervision Given: Supervision is typically not a factor; however, positions may lead DMV Investigators assigned to assist in an investigative effort.

Supervision Received: Works under the general supervision of a DMV Investigator Supervisor.

Scope: Positions perform complex investigations in specialized areas which affects and facilitates the compliance with laws, rules and regulations by the general public, motor vehicle dealers, and special fuels dealers; and affects the safety, protection and security of state-owned properties, employees and the general public.

Impact of Actions: Decisions and actions impact the agency in terms of money, services and public/employee goodwill. Ineffective performance of investigations inhibits the compliance with laws, rules and regulations by the general public, motor vehicle dealers and special fuels dealers; and negatively impacts the protection and security of public property and materials. Effective job performance ensures applicable laws and regulations are enforced and properties are protected.

Personal Contacts: Frequent internal and external contact with the general public, motor vehicle dealers, special fuels dealers, other agencies, law enforcement personnel, attorneys and judicial staff to enforce laws, rules and regulations and provide information and technical assistance in a specialized area of expertise.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and techniques of investigation; DMV statutes and regulations; accounting and business practices; preservation and presentation of evidence; principles and techniques of training; and court proceedings and procedures.

Skills: Working skill in the use of law enforcement equipment relative to the job.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to perform, coordinate and/or lead investigations for compliance with laws and regulations; to successfully complete law enforcement and other required training; to exercise apprehension and arrest powers; to give court testimony; to apply and interpret laws rules and regulations; to learn, explain and employ new investigative techniques; and to disassemble and reassemble motor vehicles for identifications. Demonstrated ability to meet physical demands of job duties.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver's license and certification by the Virginia Department of Criminal Justice Services.

Education and Training: Graduation from high school or equivalent.

Level and Type of Experience: Experience in general law enforcement or related work activities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This new class was developed by the Department of Motor Vehicles in September 1988, and was edited and validated as a result of the statewide Classification Review/ Specification Update Program in March 1989.
