DMV INVESTIGATION CHIEF 73164 A

 

CLASS CONCEPT/FUNCTION

This is the fifth class and second management level in the Department of Motor Vehicles (DMV) Investigator Series. Positions in this class function as sworn law enforcement officers with full police powers authorized by the Code of Virginia to administer and enforce DMV laws and regulations in a specific area. Positions in this class manage external and internal investigations and regulatory or administrative programs. This class is distinguished from the DMV Assistant Investigation Chief class by its management authority over all DMV investigative activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which includes managing internal and external investigative activities; managing regulatory and administrative programs; supporting special investigative requests from other law enforcement agencies; reviewing status reports of investigative and program activities; interpreting and clarifying DMV regulations and policies; preparing budgetary recommendations and monitoring expenditures to ensure they remain within budgetary requirements; and preparing proposals for recommended changes in procedures and statutes to improve enforcement.

Supervision Given: Positions provide directions to DMV Assistant Investigation Chiefs.

Supervision Received: Receives general direction from a DMV Commissioner Special Assistant.

Scope: Positions in this class manage a broad range of investigative functions and activities which affect the agency’s investigation program and the compliance of DMV laws.

Impact of Actions: Makes decisions which affect the long-term interests of the agency. Inappropriate activities could negatively impact investigative programs and the credibility of the agency. Effective job performance results in the efficient use of resources and in the successful achievement of investigation program goals.

Personal Contacts: Frequent contacts with sources inside and outside the agency to obtain information and coordinate and manage investigations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of applicable federal, state and local laws and regulations; investigative and law enforcement principles and techniques; arrest and adjudicative laws and regulations; and supervisory principles and practices.

Skills: Working skill in the use of law enforcement equipment relative to the job.

Abilities: Demonstrated ability to train and manage the work of others; communicate effectively both orally and in writing; give court testimony; interpret and apply federal, state and local laws and regulations; establish and maintain effective working relations with other law enforcement jurisdictions and the general public; and to successfully complete law enforcement and other required training.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver’s license and certification by the Virginia Department of Criminal Justice Services.

Education and Training: Graduation from high school or equivalent.

Level and Type of Experience: Progressively responsible experience in investigation and law enforcement including administrative responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
