DMV ASSISTANT INVESTIGATION CHIEF 73163 A

 

CLASS CONCEPT/FUNCTION

This is the fourth class and first management level in the Department of Motor Vehicles (DMV) Investigator Series. Positions in this class function as sworn law enforcement officers with full police powers authorized by the Code of Virginia to administer and enforce DMV laws and regulations in a specific area. Positions in this class assist in the management of external or internal investigations and regulatory or administrative programs. This class is distinguished from the DMV Investigator Supervisor class by its extensive planning and coordination responsibilities required to design, review and evaluate a broad range of investigative activities; and by its authority over DMV Investigator Supervisors. This class is distinguished from the DMV Investigation Chief class by the latter’s management authority over all DMV investigative activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which includes assisting in the managing of internal and external investigative activities; coordinating activities and resources with other law enforcement agencies; assisting in managing the regulatory and administrative programs; maintaining liaison with federal and state officials; coordinating investigations involving federal statutes; assisting a DMV Investigation Chief in the support of special investigative requests from other law enforcement agencies; managing the handling of individual consumer complaints; assisting a DMV Investigation Chief in preparing budgetary recommendations and monitoring expenditures to ensure they remain within budgetary requirements; ensuring that employee relations functions are in compliance with state standards; developing training manuals to be used in training DMV Investigators and DMV Investigator Seniors on enforcement techniques and procedures; reviewing investigation reports for clarity and completeness; and assisting in preparing proposals for recommended changes in procedures and statutes to improve enforcement.

Supervision Given: Positions provide directions to DMV Investigator Supervisors.

Supervision Received: Receives directions from a DMV Investigation Chief.

Scope: Positions in this class supervise a broad range of investigative functions and activities which affect the agency’s investigation program and the compliance of DMV laws.

Impact of Actions: Makes decisions which affect the long-term interests of the agency. Inappropriate activities could have a negative impact on investigative programs and the credibility of the agency.

Personal Contacts: Frequent internal and external contacts with law enforcement personnel, agency management, legal personnel and the general public to obtain information and coordinate and provide assistance with investigations. Frequently provides information to the public concerning statutory requirements.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of applicable federal, state and local laws and regulations; investigative and law enforcement principles and techniques; and arrest and adjudicative laws and regulations. Working knowledge of supervisory principles and practices.

Skills: Working skill in the use of law enforcement equipment relative to the job.

Abilities: Demonstrated ability to train and manage the work of others; to communicate effectively both orally and in writing; to give court testimony; to interpret and apply federal, state and local laws and regulations; to establish and maintain effective working relations with other law enforcement jurisdictions and the general public; and to successfully complete law enforcement and other required training.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver's license and certification by the Virginia Department of Criminal Justice Services.

Education and Training: Graduation from high school or equivalent.

Level and Type of Experience: Progressively responsible supervisory experience in investigation or law enforcement.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
