CLASS CONCEPT/FUNCTION

This is the third class and supervisory level in the Department of Motor Vehicles (DMV) Investigator Series. Positions in this class function as sworn law enforcement officers with full police powers authorized by the Code of Virginia to administer and enforce DMV laws and regulations in a specific area or geographical district. Positions in this class supervise investigative and enforcement activities of DMV Investigators and DMV Investigator Seniors. This class is distinguished from the Investigator Senior class by its charge supervisory and administrative responsibilities. This class is distinguished from the DMV Assistant Investigation Chief class by the latter’s extensive planning and coordination responsibilities required to design, review and evaluate a broad range of investigative activities, and its authority over DMV Investigator Supervisors.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs supervisory work of moderate difficulty which includes performing employee relations activities; supervising DMV Investigators and DMV Investigator Seniors to ensure that work performed is in compliance with DMV policies and procedures; setting priorities and assigning personnel in accordance with priorities; coordinating training activities; conducting meetings to ensure all assigned staff are informed of policies, procedures, rules and changes in interpretation; reviewing assignments to ensure appropriateness; preparing management reports on results of investigations; compiling statistical reports to support findings of investigations; and designing studies to determine more efficient and effective methods of work flow. May develop, coordinate and supervise complex internal investigations which involve misappropriations, bribery, embezzlement and theft of funds; supervise investigations involving odometer tampering, tax evasion, false driver license applications, and general program and operations fraud; provide technical expertise and assistance to state and federal prosecutors in their preparation of cases; testify in judicial proceedings; and/or assist other law enforcement agencies in performing investigations that involve DMV documents or programs.

Supervision Given: Positions supervise DMV Investigators and DMV Investigator Seniors as they enforce DMV laws and regulations or may supervise DMV Investigators assigned to units that are responsible for document review and consumer fraud.

Supervision Received: Receives directions from a DMV Assistant Investigation Chief.

Scope: Positions supervise investigations which affect and facilitate the compliance with laws, rules and regulations by the general public, motor vehicles dealers, and special fuels dealers; and the safety, protection and security of state-owned properties, employees and the general public.

Impact of Actions: Decisions and actions impact the agency in terms of money, services and public/employee goodwill, and affect the compliance with laws, rules and regulations by the general public, motor vehicle dealers and special fuels dealers and the protection and security of public property and materials. Effective job performance ensures applicable laws and regulations are enforced, properties are protected, and investigations are conducted within DMV guidelines.

Personal Contacts: Frequent internal and external contact with the general public, motor vehicle dealers, special fuels dealers, other agencies, law enforcement personnel, attorneys, and judicial staff to enforce laws, rules and regulations, supervise and cooperate on investigations, and provide technical assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of a broad range of principles and techniques used to investigate an enforce DMV laws, statutes and regulations; preservation and presentation of evidence; principles and techniques of training; court proceedings and procedures; and principles of supervision. Working knowledge of employee relations; and accounting and business practices.

Skills: Working skill in the use of law enforcement equipment relative to the job.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to prepare management reports; to set priorities; to perform, coordinate and supervise investigations for compliance with laws and regulations; to successfully complete law enforcement and other required training; to exercise apprehension and arrest powers; to give court testimony; to apply and interpret laws, rules and regulations; and to disassemble and reassemble motor vehicles for the purpose of identification.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver’s license and certification by the Virginia Department of Criminal Justice Services.

Education and Training: Graduation from high school or equivalent.

Level and Type of Experience: Progressively responsible experience involving investigations or law enforcement.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was redefined by the Department of Motor Vehicles in September 1988 and was edited and validated in March 1989 as a result of the statewide Classification Review/Specification Update Program.
