CLASS CONCEPT/FUNCTION

This class manages the overall operations within a Department of Motor Vehicles Administration and assists the Administrator in the budget process, major equipment procurement, legislative proposals and the implementation of administration goals. Positions coordinate the operations of several DMV districts or divisions and significant agency programs to provide a comprehensive, consistent and cohesive operational framework for the administration as well as implement and monitor the administration’s operating policies. Positions coordinate major operational changes initiated within the administration and plan and coordinate the logistics for expansion, reduction or introduction of new programs or services with other administrations to provide smooth transitions and maintain efficient delivery of services statewide. This class is distinguished from the DMV Administrator and DMV Division Manager by their emphasis on directing programs, planning and setting objectives for an administration or division of DMV.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which requires analysis of and planning for a variety of factors in order to maintain efficient and consistent operations with the administration. Plans and coordinates the logistics to reduce or expand program operations such as personnel, equipment and hookups, furnishings, office space and walls, computer terminals, automated systems changes, supplies, hours of operations and telecommunications where time frames are critical and service delivery must remain uninterrupted. Projects long-range budgetary impact for large purchases of equipment; maintains budget control; coordinates changes in the automated systems when impact will affect other agency operations; and assists administrator in implementation and monitoring of administration goals. Typically this class develops strategies and innovations to cope with limitations placed on manpower, equipment, space funding and automation and which meet the increasing new programs and demands for service delivery. Performs as acting DMV Administrator in his/her absence.

Supervision Given: Supervises DMV Division Managers, DMV District Managers, and programmatic and support staff.

Supervision Received: Receives general direction from the DMV Administrator. Plans and coordinates operations and resolves most conflicts and problems independently. Work is reviewed in terms of meeting expected results.

Scope: The work is primarily limited to the operations of a specific DMV Administration; however, the scope of the work may be agency-wide and impact a wide range of activities because of the agency’s dependency on automation.

Impact of Actions: Work involves confronting a variety of operational problems and resolving them in an effective, efficient manner so service delivery is not interrupted or program effectiveness reduced. Because of agency dependency on automation, negative results could be costly in terms of service delivery to the public and other agency programs.

Personal Contacts: Communicates frequently with individuals in all administrations and service areas of the agency, primarily middle to upper levels of agency management on issues affecting operations. Most contacts are mediatory or coordinative in nature in order to find resolutions to common problems.

KNOWLEDGES, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of large-scale organizational functions related to the management of public services operations; supervisory and managerial principles and practices; and personnel management principles and procedures. Some knowledge of data processing concepts and computer capabilities.

Abilities: Demonstrated ability to analyze regulations, statutes or proposed legislation for impact on operations including resources, programs and equipment; apply policies, rules, regulations and statutes; develop or restructure operating policies; communicate effectively both orally and in writing; coordinate and evaluate the performance of large organizational units; advise and direct individuals in their work; and establish and maintain effective working relationships with other employees and the public.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with major course work in business or public administration or a related field.

Level and Type of Experience: Experience in managing a public service or regulatory program.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
