CLASS CONCEPT/FUNCTION

This is the second class in the Driver Improvement series. Positions train and monitor the work of Driver Improvement Analysts and private contractual instructors, make recommendations to enhance the program and resolve problems, and perform a variety of administrative functions related to the Driver Improvement Program. This class is distinguished from the Driver Improvement Analyst by its focus on administrative duties and its responsibilities to monitor and enhance operations rather than on the direct delivery of driver improvement services or programs

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in monitoring work of Driver Improvement Analysts and contractual staff. Ensures that Analysts' counseling sessions and subsequent decisions to impose intensive rehabilitative treatment or suspend drivers' licenses are conducted in accordance with the provisions of the Driver Improvement Act and established DMV standards and procedures. Serves on committees to evaluate the Driver Improvement Program and to review and approve proposed changes in curricula to enhance program effectiveness. Assesses training needs and develops training programs designed to meet training requirements for Driver Improvement Analysts and contractual staff; evaluates effectiveness of training efforts and make appropriate changes. Analyzes and compiles statistical reports to determine the effectiveness and to identify weaknesses in the program. Makes on-site visits to service sites to observe interview sessions, evaluates the effectiveness of the interview sessions, and recommends changes as necessary. Compiles budget data for inclusion in budget requests for the Driver Improvement Program and approves and monitors expenditures. Makes recommendations concerning hiring decisions, performance evaluations, and the renewal and termination of contracts for contractual staff involved in direct delivery of driver improvement treatments. Serves as liaison among various DMV administrations in order to coordinate services and to ensure consistency of administrative policies, procedures and the application of the Driver Improvement Program.

Scope: Work affects the operational integrity and effectiveness of the Driver Improvement Program statewide.

Impact of Actions: Effective performance promotes prompt availability of clinic space for assigned drivers and facilitates both the Driver Improvement Analysts' consistency of decisions and the quality of sites and workshop presentations. Inequity across DMV districts in the sanctions imposed by Analysts, or poor quality control could negatively affect public attitude toward the agency.

Personal Contacts: Frequent internal contacts with Department of Motor Vehicles managers and Driver Improvement Analysts to coordinate operational issues, monitor quality, provide information and training, and correct deviations from Department standards. Infrequent internal and external contact with DMV Training staff, vendors, other agencies, national associations interested in driver safety, attorneys, and citizens to obtain and/or provide information regarding the Driver Improvement Program.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the Driver Improvement Act and related agency operations, policies and procedures. Working knowledge of supervisory and administrative practices and principles, and business English and mathematics.

Skills: None identified for this class.

Abilities: Demonstrated ability to read, comprehend, explain and apply policies, procedures and regulations; develop clear written procedures; prepare and present training to individuals and groups; develop simple budgets and monitor expenditures; collect and organize data for effective presentation; supervise the work of others; and to establish and maintain effective working relationships.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Experience as a Driver Improvement Analyst or other experience which provides knowledge of the Driver Improvement Act and related Department operations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
