CLASS CONCEPT/FUNCTION

This is the first class in the Driver Improvement series. Positions assigned to this class analyze citizens' driving records, provide rehabilitative counseling designed to improve driving habits, and make recommendations to impose more extensive rehabilitative treatment or suspend the license of drivers with repeated offenses. The class is distinguished from the Driver Improvement Coordinator by the Analysts' direct client contact in the provision of Driver Improvement treatments and by the Coordinators' emphasis on administrative responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of motor vehicle laws and agency policies and procedures concerning the Driver Improvement Program.Complexity of Work: Performs work of moderate difficulty involving the review of citizens' driving records and the provision of driver counseling for the purpose of improving driving habits. Conducts individual counseling sessions with citizens to assess the mental and physical state of drivers and to determine citizens' ability to drive and attitude toward driving. Leads group counseling sessions to explain the driver point system, to note common driver errors and to advise of the consequences of further convictions. Imposes more intensive rehabilitative treatment or suspends the license of drivers with repeated offenses. Positions monitor the performance of contractual instructors of the Defensive Driving Course, plan and prepare annual schedules for the delivery of individual and group interviews, and collect fees at off-site interview locations. Teaches Defensive Driving courses and makes presentations to promote highway safety.

Scope: Work is performed in branch offices and off-site interview locations and generally involves traveling throughout the assigned district. Work activities and decisions affect the public's perception of the Department of Motor Vehicles.

Impact of Actions: Decisions are of moderate impact to the agency in terms of cost effectiveness and goodwill, of serious impact on the individual driver in terms of education and rehabilitation, and of serious impact on the safety of the public if unsafe driving habits are not discouraged.

Personal Contacts: Frequent external contact with the public for the purpose of interviewing, instructing, responding to inquiries and making presentations; with the locally assigned Transportation Safety Coordinator for the purpose of requesting safety pamphlets and information related to highway safety and to receive information concerning local promotional activities for the assigned district. Skills: Working skill in basic keyboarding or typing.

Abilities: Demonstrated ability to read, understand and explain laws, policies and procedures to others; to communicate with others in an effective, tactful, and courteous manner; to speak in public; to analyze driving records and to apply sanctions with consistency and equity; to evaluate the work of contractual instructors and to produce effective written reports and recommendations concerning the evaluation.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Must be willing to obtain and retain certification as a National Safety Council Defensive Driving Course Instructor (Code of Virginia, 46.2-490, 498). Must have a valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Experience in public speaking and familiarity with state motor vehicle laws and statutes.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
