CLASS CONCEPT/FUNCTION

This is a managerial level class in the Driver Licensing series. This class is responsible for organizing, developing and managing a smaller program in the driver safety/regulation area of the Department of Motor Vehicles (DMV) or a major phase of a more complex regulatory program. Positions develop and implement programmatic standards, policies and operating procedures; collaborate with other divisions and organizations to accomplish the program mission; and evaluate and modify the program to improve its effectiveness. The direction or performance of complex program evaluations is a significant component of the work, and there is responsibility for initiating legislative or other enhancements based on the findings. This class is distinguished from both the DMV Assistant Division Manager and DMV Division Manager classes by its emphasis on team leadership and professional programmatic direction rather than on direct supervision and administration of large-scale operations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which involves planning, organizing, improving, and providing professional direction to an individual program or a significant segment of a complex program such as training, licensure, and regulation of commercial drivers or other special driver groups. Positions in this class lead agency-wide teams and coordinate with other DMV divisions and with statewide and national public and private organizations to resolve conflicting issues, share resources, promote commitment to the program concept, and to enhance the program's effectiveness. This class develops goals, objectives, policies, and program priorities; budget requests and expenditure plans. Positions establish automated and manual systems and procedures to support operations; and recommend the level of public services and extent of regulation needed. Positions may also establish agreements/contracts with third parties statewide for delivery of training or other program products; set standards and monitor the performance of contractors; and administer federal grants.

Supervision Given: Program delivery is typically accomplished by programmatic direction to professional and technical DMV employees who are supervised by others. May provide general supervision to a professional or para-professional assistant; and may have responsibility for supervising contractual employees statewide.

Supervision Received: Receives general direction from a higher level DMV administrator.

Scope: Positions affect the design and operation of driver safety and regulation programs and, in some cases, the accuracy of processes in other states.

Impact of Actions: Successful program direction may result in a reduction of highway injuries and fatalities and have a positive effect on the economic interest of commercial motor carriers, other employers, and citizens in general.

Personal Contacts: Frequent internal and external contacts with public and private organizations and individuals nationwide to establish, promote, and enhance specific programs.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of quantitative and qualitative evaluations, and programs, operations and issues in the assigned area. Working knowledge of automated data processing; and of administrative, budgetary, and management practices and principles.

Abilities: Demonstrated ability to analyze and apply legislative statutes and regulations; to develop policies and procedures; to plan and manage team projects; to communicate effectively orally and in writing; to establish working relationships with others; and to perform program evaluation.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in public administration, behavioral or social sciences, or a related field, to include statistical analysis and research methodology.

Level and Type of Experience: Experience in managing public sector projects which involved program planning and evaluation related to driver licensure, safety, and regulation.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
